City Council Meeting Minutes August 4, 2020 <br />Equipment (FIFE) for the Library to Library Interiors of Texas through the Choice Partners <br />Cooperative in the amount of $51,803.24 and McCoy Rockford through the Comptroller's <br />Texas Multiple Award Schedule Program in the amount of $28,013.92; authorizing the <br />City Manager or his designee to execute the agreements on behalf of the City; and <br />declaring effective date. <br />14. Consider approval of Resolution 2020-154R, approving an Interlocal Agreement with the <br />San Marcos Consolidated Independent School District (SMCISD) for the City's provision <br />of Police Officers to the School District to serve as School Resource Officers; authorizing <br />the City Manager, or his designee, to execute said agreement on behalf of the City; and <br />declaring an effective date. <br />A motion was made by Council Member Baker, seconded by Mayor Pro Tem <br />Mihalkanin to approve Resolution 2020-154R. <br />Council Member Baker would like assurances that the School Resource <br />Officers (SRO) are utilized to their full capabilities. He asked it there are <br />opportunities for us to carve out additional training and data tracking for <br />these officers. He noted that there have been issues in other cities and wants to <br />ensure it doesn't happen here. Interim Police Chief Klett said we have been <br />successful in San Marcos because we have a strict selection process and we <br />work closely with these schools to make sure we find the best fit. There have <br />been very few problems with this program and it has been a success for many <br />years. Mr. Lumbreras does not recommend changing the agreement as it has <br />been approved by the School Board already. In future years we can look at <br />making changes because this comes forward annually. Mayor Hughson asked <br />if this is something that can be reported without amending the contract. Mr. <br />Stapp stated this information is a policy issue of the department and not <br />necessarily a part of the contract. <br />Council provided consensus to bring this back at a future meeting to address <br />these concerns. <br />Deputy Mayor Pro Tem Rockeymoore expressed his support of these SRO's in <br />our schools. He trusts the judgment of our Police Chief and he has personal <br />experience with the SRO's in San Marcos and he knows they love the children <br />and he has faith in the officers. He understands the concern to discuss issues <br />but wants to move forward as proposed. The motion to approve carried by the <br />following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />City of San Marcos Page 7 <br />
