City Council <br />Meeting Minutes August 18, 2020 <br />sanitizer, 24,017 thermometers, and 511,294 face shields. <br />• August 8: Renews COVID-19 Disaster Declaration <br />– Renews the disaster declaration for all Texas counties that was first issued on <br />March 13 <br />• August 13: Texans must avoid "COVID-19 fatigue" <br />– Continue to comply with health standards — including wearing a mask, <br />social distancing, and staying home as much as possible. <br />– Stated in briefing with local officials in Lubbock – other stops have included <br />El Paso, Victoria, Beaumont, Dallas and McAllen <br />Testing Overview <br />• 27,939 tests administered county wide <br />– 22,801 negative (81.7%) <br />– 5,111 confirmed (18.3%) <br />– 27 pending <br />• County free testing – Live Oak Clinic on Broadway <br />– CDBG-CV grant application in process to enhance these services <br />• Additional free testing sites – Texas Department of Emergency Management <br />– 6 consecutive days in San Marcos beginning 8/24 – San Marcos High School <br />from 10-2pm and 300 tests per day or until supplies run out. <br />– 7 consecutive days in Kyle – location and date to be determined <br />Upcoming considerations <br />• City re -opening plan <br />• Transition to in-person meetings <br />Mr. Stapp asked for feedback from Mayor and Council about coming back to <br />in-person meetings and what setup should be in place on the dais, in chambers, <br />and technology to hold meetings. Mr. Stapp mentioned that there are several <br />employees in offices and modifications have been made which include <br />plexiglass dividers between desks and counters. He noted that we can consider <br />a hybrid approach with some council members in chambers and others online. <br />Mayor Jane Hughson noted that the space allowed for council members at the <br />dais is limited and council members are seated close together. <br />Deputy Mayor Pro Tem Rockeymoore stated that studies have shown that the <br />6 foot rule doesn't always help with the spread of the virus. Some are in the <br />vulnerable population or have family members who are. He would be okay <br />with coming back to the chambers, but he believes a hybrid approach would be <br />effective. <br />City of San Marcos Page 6 <br />
