SAN MARCOS TRANSIT PLAN I FINALREPORT <br />City of San Marcos <br />Facility Site Evaluation Criteria <br />To select an optimal location for a future San MarcosTransit operations and maintenance facility, <br />an in-depth suitability analysis is needed. Asa part ofthis suitability analysis, the following <br />primary criteria shouldbe considered. In additionto these primary criteria, it is likely context - <br />specific secondary criteria would also be considered, such as satisfying local budgetary <br />restrictions and consideringthe impacts of climate change on future local weatherhazards. <br />Geography <br />■ Parcel(s)shouldsatisfyminimumsizerequirementsandbeanappropriateshapeto <br />accommodate planned uses. <br />■ Parcel(s)shouldbewithinfivemilesofdowntownSanMarcosandTexasState <br />University, and ideallywithin 30 minutes drivingtime of any single stop in the San <br />Marcos system. <br />■ <br />Parcel(s) shouldbe located on or near amain arterial to facilitate efficient access to <br />downtown San Marcos and Texas State University. If located on a main arterial, the <br />parcel(s) street networkshould have (or be able to have) safe access for vehicles turning <br />onto and off the arterial. <br />Land Use <br />■ Parcel(s)shouldbeinanareawithappropriatezoning,whichmayincludecommercial, <br />public and institutional, or industrial. <br />■ Parcel (s) should be compatible with adjacent I and uses and the community's plans for <br />smart growth. <br />Financial <br />■ Total Parcel Value: Local property value data should be used to estimate the parcel <br />value. The total cost ofthe property is an important criterion for understanding the <br />financing and budgeting implications of a potential site. <br />Parcel Value per Acre: Because parcels will likelyvaryin size and maynot be available <br />in a size that p erfectlymatches the planned facility footprint, the value of any parcel <br />should alsobe evaluated on a per -acre basis.
