City Council Meeting Minutes September 1, 2020 <br />Against: 0 <br />23. Receive a Staff Presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2020-65, amending the Official Zoning Map of the City (ZC-20-19), by <br />rezoning approximately 78.853 acres of land located at 2801 Staples Road, from "FD" <br />Future Development District to "CD -4" Character District -4; and including procedural <br />provisions; and consider approval of Ordinance 2020-65 on the first of two readings. <br />Shannon Mattingly, Director of Planning and Development Services, provided <br />the presentation on rezoning 78.853 acres, located at 2801 Staples Road, from <br />"FD" Future Development District to "CD -4" Character District -4. <br />Mayor Hughson opened the Public Hearing at 8:27 p.m. <br />Those who spoke: <br />David Earl spoke in favor of this project. <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 8:28 p.m. <br />A motion was made by Mayor Pro Tem Mihalkanin, seconded by Council <br />Member Derrick, to approve Ordinance 2020-65, on the first of two readings. <br />Council Member Derrick asked about cluster development in CD -5. and asked <br />about impervious cover and how much is proposed on the entire property. Mr. <br />Earl stated they will not develop in the floodplain it is under 15% impervious <br />cover in residential areas. He stated he would provide the exact number at next <br />meeting. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />24.
