City Council Meeting Minutes September 1, 2020 <br />Melissa Neel, Assistant Director of Finance, provided a brief presentation on <br />increasing Drainage Utility Rates. <br />Mayor Hughson opened the Public Hearing at 8:48 p.m. <br />There being no speakers, Mayor Hughson closed Public Hearing at 8:48 p.m. <br />A motion was made by Council Member Derrick, seconded by Council <br />Member Gonzales, to approve Ordinance 2020-69, on the first of two readings. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />28. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2020-70, adopting a budget in the amount of $258,741,410 for the <br />fiscal year beginning October 1, 2020 and ending September 30, 2021; authorizing <br />certain adjustments to the budget with the approval of the City Manager; approving fiscal <br />year 2020-2021 Capital Improvements Program Projects; adopting a fee schedule; <br />including procedural provisions; providing an effective date; consider approval of <br />Ordinance 2020-70 on the first of two readings. <br />Mayor Hughson stated "This agenda item is the first reading of the ordinance <br />approving the Fiscal Year 2020-2021 annual city budget. State law requires that <br />the city hold a public hearing on the City's budget. This agenda item is the first <br />Public Hearing for the City's Fiscal Year beginning October 1, 2020 and ending <br />on September 30, 2021. There will be a second Public Hearing on September <br />15. The public is invited to make comments for or against items in the budget. <br />The budget has been on file in the City Clerk's office and on the City's website <br />since August 14. Notice of this Public Hearing was published in the local <br />newspaper on August 23, 2020. After receiving public comments, the City <br />Council will consider the Budget Ordinance on first reading. The city council, <br />will vote on the budget on the second reading of the Budget Ordinance at the <br />City Council meeting scheduled for September 15." <br />The Public Hearing will be in virtual format this year due to the disaster <br />declaration enacted by the governor. The City Clerk will read comments <br />submitted and allow those who signed up to speak an opportunity to present <br />their comments. Melissa Neel, Assistant Finance Director reviewed the <br />presentation provided at Budget Workshop on August 13, 2020 including the <br />addition of a Planner in Development Services to allow for a 100% dedicated <br />Historic Preservation Officer with existing staff. <br />City of San Marcos Page 17 <br />
