City Council Meeting Minutes September 15, 2020 <br />beginning October 1, 2020, and ending September 30, 2021; providing a sinking fund for <br />the retirement of the bonded debt of the city; including procedural provisions; and <br />providing an effective date; and consider approval of Ordinance 2020-72, on the second <br />of two readings. <br />Mayor Hughson stated that although City Council meetings have been virtual <br />meetings since the Governor enacted a Disaster Declaration several months <br />ago, the City is holding an in person public hearing on the tax rate this evening <br />because it is a requirement in State law that has not been waived by the <br />Governor. Social distancing measures are being followed. <br />City Council approved the tax rate ordinance on the first reading on <br />September 1. This agenda item is for the City Council to consider the tax rate <br />ordinance on the second reading and actually adopt the 2020 tax rate. The <br />motion to approve the tax rate ordinance must be worded as specified in State <br />law. <br />Melissa Neel, Assistant Director of Finance, stated the tax rate of 59.30C is <br />4.9% higher than the no new revenue tax rate of 56.50C. The no new revenue <br />tax rate is the rate that effectively generates the same amount of revenue on the <br />same properties as last tax year. A tax rate of 59.30C will generate 7.9% more <br />revenue than last year or $2.7M, of that $1.5M was from new property. The <br />previous tax rate was 61.39C. The saving will be $21.00 per $100,000 of value. <br />Mayor Hughson opened the Public Hearing at 8:18 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, spoke on property taxes and the increase property <br />owners are seeing in the community. Low income, fixed incomes and senior <br />citizens are being impacted. <br />There being no further comments, the Public Hearing was closed at 8:22 p.m. <br />A motion was made by Deputy Mayor Pro Tem Rockeymoore, seconded by <br />Council Member Baker, to approve Ordinance 2020-72, on the second of two <br />readings. The motion carried by the following vote: <br />For: 6 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Deputy <br />Mayor Pro Tem Rockeymoore, Council Member Baker and Council Member <br />Gonzales <br />Against: 0 <br />Absent: 1 - Council Member Marquez <br />City of San Marcos Page 14 <br />
