RESOLUTION NO. 2020-242R <br />A RESOLUTION OF THE CITY COUNCIL OF SAN MARCOS, TEXAS <br />DESIGNATING WORLD MIGRATORY BIRD DAY TO BE OBSERVED <br />ON THE SECOND SATURDAY OF MAY AND THE SECOND <br />SATURDAY OF OCTOBER; SUPPORTING AN APPLICATION BY THE <br />CITY TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT AND <br />AUDUBON TEXAS FOR CERTIFICATION IN THE "BIRD CITY <br />TEXAS" PROGRAM; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />WHEREAS, the City of San Marcos is a destination for visitors interested in enjoying <br />the natural environment of the Texas hill country and observing the birds and other wildlife <br />which live here seasonally or year-round, thus malting a significant contribution to the local <br />economy; and <br />WHEREAS, World Migratory Bird Day is observed at over 600 sites throughout the <br />Americas each year on the second Saturday of May and the second Saturday of October; and <br />WHEREAS, by participating in observance of World Migratory Bird Day, San Marcos is <br />satisfying the Texas Parks and Wildlife/Audubon requirements for consideration as a "Bird City <br />Texas" community; and <br />WHEREAS, migratory birds are some of the most beautiful and easily observed wildlife <br />that enhance the community; and <br />WHEREAS, citizens recognize and welcome migratory songbirds as symbolic <br />harbingers of spring and fall therefore enjoying all the opportunities they have to engage in great <br />recreational endeavors such as bird -watching and nature photography; and <br />WHEREAS, migrant bird species also play an important economic role in the <br />community, naturally controlling pests and generating recreational revenue related to bird <br />watching activities; and <br />WHEREAS, migratory birds and their habitats are declining throughout the Americas, <br />facing a growing number of threats on their migration routes and in both their summer and <br />winter homes; and <br />WHEREAS, public awareness and concern are crucial components of migratory bird <br />conservation, whereupon citizens can directly contribute to maintaining healthy bird populations; <br />and <br />WHEREAS, since 1993 World Migratory Bird Day (WMBD) has raised global <br />awareness by highlighting the need for the conservation of migratory birds and their habitats; and <br />
