ORDINANCE NO. 2020-78 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS REPEALING DIVISIONS 23 AND 24 OF ARTICLE 3, <br />CHAPTER 2 OF THE SAN MARCOS CITY CODE THAT ESTABLISHED <br />THE SAN MARCOS YOUTH COMMISSION AND THE SAN MARCOS <br />COMMISSION ON CHILDREN AND YOUTH, RESPECTIVELY, IN <br />CONNECTION WITH THE TRANSITIONING OF THE PROVISION OF <br />YOUTH SERVICES THROUGH THE CORE 4 PARTNERSHIP WITH <br />HAYS COUNTY, TEXAS STATE UNIVERSITY AND THE SAN MARCOS <br />CONSOLIDATED INDEPENDENT SCHOOL DISTRICT; DISSOLVING <br />SAID COMMISSIONS; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING AN EFFECTIVE DATE. <br />RECITALS: <br />1. On February 18, 2020, the City Council approved a contract with Community <br />Action Inc. of Central Texas for the provision of Youth Services. Community Action Inc. will <br />provide personnel to as a Youth Services Director. The Youth Services Director will work with <br />the City of San Marcos, Texas State University, San Marcos CISD, and Hays County ("Core 4") <br />to implement the recommendations and goals set forth by these entities and the Youth Master Plan. <br />2. The Core 4 has created a taskforce with their appointed representatives which will <br />work with the Youth Services Director to implement the recommendations and goals set forth by <br />the Core 4 and the Youth Master Plan. With the creation of the Core 4 Taskforce the San Marcos <br />Commission on Children and Youth and Youth Commission will now be redundant and <br />unnecessary in the implementation of the Youth Master Plan. <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />SECTION 1. Divisions 23 and 24, Chapter 2, Article 3, inclusive of Sections 2.370.24 — <br />2.370.27, of the San Marcos City Code are hereby repealed. The repealed divisions and sections <br />shall be reserved for future codification. <br />SECTION 2. The San Marcos Youth Commission and the San Marcos Commission on <br />Children and Youth created by and appointed pursuant to said divisions are hereby dissolved. <br />SECTION 3. In codifying the changes authorized by this ordinance, divisions, <br />paragraphs, sections and subsections may be renumbered and reformatted as appropriate consistent <br />with the numbering and formatting of the San Marcos City Code. <br />SECTION 4. If any word, phrase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br />SECTION 5. All ordinances and resolutions or parts of ordinances or resolutions in <br />conflict with this ordinance are repealed. <br />
