City Council Meeting Minutes October 20, 2020 <br />policy. <br />Counci Member Marquez inquired as to who will develop the policy? <br />Ms. Mattingly, stated Council would set the policy, but the council committees <br />who have reviewed potential developments have been very helpful. <br />Mayor Pro Tem Mihalkanin prefers option 2. <br />Deputy Mayor Pro Tem Rockeymoore has no interest in more large scale <br />developments on the edge of town and none in town that will cause property <br />tax rates to rise. <br />Council consensus was provided to move forward with option #2 to allow the <br />moratorium to expire and evaluate projects on a case-by-case basis. Council <br />would like to see a written policy that states what Council would review by a <br />case-by-case basis with some limitations by December or January. Mrs. <br />Mattingly will send out PID policies to Council that were provided by Mr. <br />Snyder. Council consensus is to have the Housing Committee review and begin <br />to draft the policy. <br />2. Receive a Staff presentation, hold discussion, and receive direction from the City Council <br />regarding potential Development Code and City Code amendments to address concerns <br />with developers requesting Texas Pollutant Discharge Elimination System (TPDES) <br />permits, also commonly known as package treatment plants, from the Texas Commission <br />on Environmental Quality (TCEQ) in lieu of connecting to City of San Marcos utility <br />infrastructure. <br />Bert Lumbreras, City Manager provided a brief introduction outlining <br />potential Land Development Code and City Code amendments to address <br />concerns from developers seeking discharge permits for package (wastewater) <br />treatment plants instead of connecting to City utility infrastructure. <br />Amanda Hernandez, Development Services Manager, noted there are a number <br />of property developers in the San Marcos extraterritorial jurisdiction (ETJ) <br />that have stated they are seeking approval from the Texas Commission on <br />Environmental Quality <br />(TCEQ) of package wastewater treatment plants in lieu of connecting to City <br />services to avoid compliance with the requirements of the City's Development <br />Code. <br />Tom Taggart, Director of Public Services presented a map of the proposed <br />developments with Texas Pollutant Discharge Elimination System (TPDES) <br />City of San Marcos Page 6 <br />
