City Council Meeting Minutes October 20, 2020 <br />NON -CONSENT AGENDA <br />18. Consider approval of Resolution 2020-231 R, approving an agreement for the provision of <br />services in connection with the proposed owner requested annexation of approximately 33 <br />acres of land, generally located in the 2400 Block of State Hwy 123 (Case No. AN -20-12: <br />Picoma); authorizing the City Manager, or his designee, to execute said agreement on behalf of <br />the City; setting a date for a Public Hearing concerning the proposed annexation of said tract of <br />land; and declaring an effective date. <br />Shannon Mattingly, Director of Planning and Development Services, provided <br />a brief presentation. This property is approximately 33 acres and is currently <br />vacant. She provided the annexation and zoning schedule. <br />A motion was made by Council Member Derrick, seconded by Mayor Pro Tem <br />Mihalkanin, to approve Resolution 2020-231R. The motion carried by the <br />following vote: <br />For: 6 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Deputy <br />Mayor Pro Tem Rockeymoore, Council Member Baker and Council Member <br />Gonzales <br />Against: 1 - Council Member Marquez <br />19. Consider approval, by motion, to move the December 1, 2020 Regular City Council meeting, <br />due to the Election Runoff, to Wednesday, December 2, 2020, and provide direction to Staff. <br />A motion was made by Council Member Gonzales, seconded by Council <br />Member Derrick, to approve changing the December 1, 2020 regular City <br />Council meeting to December 2, 2020 to accommodate for the runoff election. <br />The motion carried by the following vote: <br />For: 7 - Council Member Derrick, Mayor Hughson, Mayor Pro Tem Mihalkanin, Council <br />Member Marquez, Deputy Mayor Pro Tem Rockeymoore, Council Member Baker <br />and Council Member Gonzales <br />Against: 0 <br />20. Consider applications from interested citizens for service on an ad hoc committee to study the <br />use of force policies of the San Marcos Police Department and make recommendations to the <br />Chief of Police and City Council, hold discussion and make appointments to the committee, <br />and provide direction to staff. <br />Chase Stapp, Director of Public Safety provided a brief update on the this item <br />and reminded council of the process determined by the council at previous <br />meetings <br />Mayor Hughson received confirmation from council that if a member is <br />appointed to this committee and is later elected to serve on City Council, they <br />City of San Marcos Page 13 <br />
