City Council <br />Meeting Minutes November 17, 2020 <br />this effort, and in what locations should they work to provide guidance? <br />Council provided the following Priority Plan Areas (Non Neighborhoods): <br />• Explore opportunities to add neighborhood amenities on Eastside and in new <br />developing areas (e.g. full service grocery store) <br />- Food Desert Concern <br />- Library (resource center) <br />- Workforce Development <br />- Environmental (flooding) <br />• River Corridor - Growth management <br />• Transportation (access for those with disabilities) <br />• Gateway Opportunity (e.g. Utilize LBJ and Hunter Road) <br />• Focus on San Marcos median income <br />• Increased Traffic Concern & Impervious Coverage Regulation <br />• Improve and add access to sidewalks need direct means to nearby <br />destinations and essential amenities <br />• Economic development drivers specific to the City looking at growth model <br />scenarios; balancing community goals/priorities & tradeoffs <br />Mr. Renken asked Council, what types of Area Plans should be prioritized in <br />this effort, and in what locations should they work to provide guidance? <br />Council mentioned the following neighborhood areas: <br />Eastside Neighborhoods including those impacted by flooding - Sunset Acres, <br />Wallace Addition, Blanco Gardens, River Road and Uhland Rd area and Rio <br />Vista <br />Central Neighborhoods - Heritage, East Guadalupe and Victory Gardens <br />North of Campus - Holland Hills, Sessom Creek and Forest Hills <br />Council of Neighborhood Association (CONA) Boundary - Fairlawn and <br />Dunbar <br />Council provided the following Priority Neighborhood Plan Areas: <br />• Address flooding issues to prevent displacement <br />• University growth area or boundary identification <br />• Overall flood management is key <br />• Prevent gentrification in low-income neighborhoods <br />• Overall neighborhood protection, especially for adjacent neighborhoods to <br />University and Downtown <br />Kristi Stark, Director of Public Information and Intergovernmental Relations, <br />provided some information regarding Project Branding. Council provided <br />consensus to move forward with option #1 but with minor changes to SMTX <br />City of San Marcos Page 6 <br />
