(3) Individually listed on a state inventory of historic places in states with historic <br />preservation programs which have been approved by the Secretary of the Interior; <br />or <br />(4) Individually listed on a local inventory historic places in communities with <br />historic preservation programs that have been certified either: <br />(a) By an approved state program as determined by the Secretary of the Interior, <br />or <br />(b) Directly by the Secretary of the Interior in states without approved programs. <br />Increased cost of compliance (PICC <br />) means the coverage by a standard flood insurance <br />policy under the NFIP that provides for the payment of a claim for the cost to comply with <br />the State of Texas and the City of San Marcos floodplain management laws or ordinances <br />after a direct physical loss by flood, when the city declares the structure to be <br />"substantially" or "repetitively" flood -damaged. ICC coverage is provided for in every <br />standard NFIP flood insurance policy, and will help pay for the cost to floodproof, relocate, <br />elevate, or demolish the structure. <br />Landscaping means minor excavation, or filling for the purposes of enhancing the <br />exterior appearance of a structure with plant materials or decorative structures. When fill <br />material is brought onto a site for the purposes of elevating the existing grade in a <br />floodplain, the fill is subject to standards in this ordinance. <br />Lowest floor means the lowest floor of the lowest enclosed area (including basement), <br />except when all the following criteria are met: <br />(1) The enclosed area is designed to flood to equalize hydrostatic pressure during <br />floods with walls or openings; <br />(2) The enclosed area is unfinished (not carpeted, dry walled, etc.) and used solely for <br />low damage potential uses, such as building access, parking or storage; <br />(3) Machinery and service facilities (e.g., hot water heater, furnace, electrical service) <br />contained in the enclosed area are located at least one- and one-half foot (1.5') <br />above the base flood elevation; and <br />(4) The floor is not below grade on all sides. <br />Manufactured home means any structure designed for residential use which is wholly <br />or in substantial part, made, fabricated, formed or assembled in manufacturing facilities for <br />installation or assembly and installation on a building site. Manufactured housing includes <br />factory -built homes, mobile homes, manufactured homes and modular homes and also <br />includes park trailers, travel trailers and other similar vehicles placed on a site for greater <br />than one hundred eighty (180) consecutive days. <br />
