• RESOLUTION 2009-151R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS ESTABLISHING AND PROVIDING FOR THE <br />ADMINISTRATION OF A PROGRAM UNDER CHAPTER 380 OF THE <br />TEXAS LOCAL GOVERNMENT CODE PROVIDING INCENTIVES TO <br />QUALIFIED EMPLOYEES AND CONTRACTED PERSONNEL OF <br />SETON MEDICAL CENTER HAYS TO RESIDE IN THE CITY IN <br />ORDER TO PROMOTE LOCAL ECONOMIC DEVELOPMENT AND TO <br />STIMULATE BUSINESS AND COMMERCIAL ACTIVITY IN THE <br />CITY; AUTHORIZING FUNDING FOR SUCH PROGRAM IN AN <br />AMOUNT NOT TO EXCEED $50,000.00; AUTHORIZING THE CITY <br />MANAGER TO IMPLEMENT THE PROGRAM ON BEHALF OF THE <br />CITY BY EXECUTING AN AGREEMENT BETWEEN THE CITY OF <br />SAN MARCOS, TEXAS AND SETON MEDICAL CENTER HAYS TO <br />FACILITATE THE PROVISION OF THE INCENTIVES TO SUCH <br />QUALIFIED EMPLOYEES -AND CONTRACTED PERSONNEL; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. Seton Medical Center Hays ("Seton") in Kyle, Texas is a regional healthcare <br />• facility providing services beneficial to residents of San Marcos. <br />2. Seton is a major regional employer and will draw its employees and contracted <br />personnel from areas outside the City of Kyle, including the City of San Marcos. 4 <br />3. Persons employed in the healthcare industry earn higher than average incomes <br />and possess skills and educational training beneficial to the local community. The City seeks to <br />encourage certain qualified employees and contracted personnel working at Seton to maintain <br />their primary residences in the City. <br />4. Increasing the number of such persons employed in the healthcare industry who <br />reside in the City will promote local economic development and stimulate business and <br />commercial activity in the City by, among other things: <br />a) generating spending at local businesses and attractions and spurring other <br />employment opportunities related to the provision of goods and services to such <br />residents; <br />b) fostering residential development and enhancing the collection of ad <br />valorem taxes associated therewith; <br />? 4 <br />C) raising enrollment in and adding to the diversity and quality of schools in <br />the City which, in turn will help to attract employers to the City; and
