1 r. <br />Grantees may use CDBG-DR funds for recovery efforts involving housing, economic development, <br />infrastructure and prevention of further damage to affected areas. Use of CDBG-DR funding <br />cannot duplicate funding available from the Federal Emergency Management Agency, the Small <br />Business Administration, and the US Army Corps of Engineers. <br />All CDBG-DR activities must clearly address a direct or indirect impact of the disaster and meet a <br />national objective. National Objectives are: <br />• Activities Benefiting Low/Moderate Income (LMI) Persons; historically, the Federal Register <br />will stipulate that at least 50% of the funding must go to LMI households; however, there is <br />precedence in applying for waivers if provision is a detriment to the City's priorities. <br />• Prevention/Elimination of Slums or Blight <br />• Urgent Needs; requires that the activity or activities alleviate conditions which pose a <br />serious and immediate threat to community health/welfare <br />Examples of what types of activities are eligible under these categories: <br />Housing <br />• Single Family Owner Occupied <br />o Rehabilitation <br />o Reconstruction/New Construction <br />o Buy Out/Acquisition <br />• Single and Multifamily Rental Units <br />o Rehabilitation <br />o Reconstruction/New Construction <br />o Buy Out/Acquisition <br />Infrastructure <br />• Improvements to Roads/Bridges, Water Treatment Facilities, Sewer and Water Lines <br />• Drainage <br />• Dam failure due to inundation (cannot enlarge beyond original footprint) <br />• Repair/Replacement/Relocation of Public Facilities <br />• Erosion Control <br />Economic Development/Revitalization <br />• Providing loans and grants to businesses <br />• Funding job training <br />• Making improvements to commercial/retail districts <br />• Financing other efforts that attract/retain workers in devastated communities <br />
