B. Compliance with Green Building Standards <br />The City is committed to developing an environmentally -conscious Program that incorporates Green <br />Building Standards and other resource -efficient techniques where practical. In compliance with the <br />requirements of FR- 5938-N-01, new construction and replacement of substantially damaged residential <br />buildings will meet an industry -recognized standard that has achieved certification under at least one of <br />the following programs: <br />• ENERGY STAR (Certified Homes or Multifamily High -Rise) <br />• Enterprise Green Communities <br />• LEED (New Construction, Homes, Midrise, Existing Buildings Operations and Maintenance or <br />Neighborhood Development) <br />• ICC -700 National Green Building Standard <br />• EPA Indoor AirPlus <br />• Any other equivalent comprehensive green building program <br />1 r,,Jew <br />New construction activities will follow sustainable building guidelines, using efficient options from site <br />planning through specification design through construction methods. Reconstructions will be built in <br />accordance with all applicable local, state and federal codes, including FEMA floodplain regulations, <br />Texas Government Code, local health and safety codes, and locally adopted construction codes. <br />i, lleli' o 0,"tiedfflliisl,' ,,,or-fioll;.rlbnce <br />In keeping with the requirements of FR -5938-N-01, rehabilitation of any non -substantially damaged <br />residential building will be subject to compliance with the HUD Community Planning and Development <br />Green Building Retrofit Checklist, found at haps://www.hudexchane.info/resources/documents/CPD- <br />Green-Building-Retrofit-Checklist.xls. The Retrofit Checklist outlines key areas of energy efficiency and <br />green building practices for residential rehabilitation projects, including water and energy conservation <br />and indoor air quality. <br />C. Standards for Quality of Construction Work <br />As part of the Program, the City shall require that code compliance inspections be conducted by City <br />inspectors. In addition, Program Inspectors shall also perform construction quality and program <br />compliance inspections for each project. <br />D. Disaster Resistant Housing for At Risk Populations <br />I., I ra n ii ii e..,f i a� � and d 1� ff f� s ii n g and d 0 o -fi ii e 11 e ss i es <br />The Needs Assessment shows an increased risk of homelessness as a result of the high cost of rental <br />housing, which creates a significant cost burden for LMI individuals and families. However, the City <br />cannot state that homelessness has increased as a result of the flooding events, as the overall homeless <br />count in the City has remained statistically constant. <br />The City has sufficient public services throughout the impacted areas to assist in preventing and <br />resolving homelessness and therefore will not need to increase or supplement proposed recovery <br />Last Updated 3/03/20 Page 42 of 63 <br />
