She also noted that we will need to stay <br />open late, on Saturday, or both to allow for everyone who wants this funding <br />to apply. <br />Ms. Kalka inquired as to whether we want to include those on payment plans. <br />Mayor Hughson suggested a minimal statement with signature be obtained <br />from citizens that have a valid need. We can also include a very short survey to <br />determine if the need is from Covid-19, the winter storm, or both and can ask <br />a few more questions will assist us in knowing the full needs of our residents. <br />Other places to apply for funds should also be included, such as FEMA. <br />Council provided consensus to move forward with the following staff <br />recommendations: <br />Businesses are not eligible for this funding. <br />• Reinstate disconnect/late fees on August 1, 2021 <br />• City application process with letter mailed and emailed. A one page <br />application will be created for residents. <br />• Coronavirus Relief Funds (CRF)/Community Action Funds committed to this <br />program would be $1,000,000 <br />• Maximum of $1,500 per account will be applied to accounts <br />25. Hold discussion on Council Committee Rules of Procedure and provide direction to Staff. <br />A motion was made by Council Member Gleason, seconded by Mayor Pro <br />Tem Derrick, to postpone the discussion on Council Committee Rules of <br />Procedure to the April 6, 2021 City Council Meeting.
