City Council Meeting Minutes March 16, 2021 <br />Mayor Pro Tem Derrick asked about the time frame since the program has <br />started and 11 businesses are waiting. Would it require a public hearing and <br />two readings? Mr. Cosentino stated this was not approved by ordinance and <br />HUD approval will not be required. <br />Council consensus is to place an action item regarding the conditions of the <br />Revive SMTX Grants as an action item on the next agenda. <br />CONSENT AGENDA <br />A motion was made by Council Member Gonzales, seconded by Council <br />Member Gleason, to approve the consent agenda, with the exception of item <br />#6, which was pulled and considered separately. March 2, 2021 Work Session Meeting Minutes <br />3. Consider approval of Ordinance 2021-06, on the second of two readings, amending <br />section 14.126 of the San Marcos City Code concerning Landscape Irrigation Systems to <br />require separate irrigation meters in new development; providing a savings clause; <br />providing for the repeal of any conflicting provisions; and providing an effective date. <br />4. Consider approval of Ordinance 2021-15, on the second of two readings, amending the <br />Official Zoning Map of the City in Case No. ZC-21-02 by designating the property at 200 <br />West MLK Drive, currently the location of the Calaboose African American History <br />Museum, as a local historic landmark; including procedural provisions. <br />5. Consider approval of Ordinance 2021-18, on the second of two readings, to approve <br />Deeds with access easements to Hays County for FM 110 ROW and drainage <br />easements associated with FM 110. <br />6. Consider approval of Resolution 2021-52R, awarding a contract to Wells Fargo, N.A., for <br />Depository Services in the estimated annual amount of $60,000 for a three year term and <br />authorizing one additional extension of up to two years; authorizing the City Manager or <br />his designee to execute the contract on behalf of the City; and declaring an effective date. <br />A motion was made by Council Member Baker, seconded by Mayor Pro Tem <br />Derrick, to deny Resolution 2021-52R. <br />Council Member Baker expressed concern with some of the ethical issues with <br />City of San Marcos Page 5 <br />
