AIRPORT MASTER PLAN <br />Taxi Routes/Times <br />Another issue identified during stakeholder interviews and the stakeholder survey <br />was the length of time and distance required to taxi from the main ramp area to <br />the approach end of Runway 17 for departure. Runway 17 is the runway end that is <br />most frequently used, yet it has the longest taxi time and distance. The taxi time is <br />further increased because no direct taxiway route exists to the end of the runway. <br />This will be a key consideration in the Alternatives Chapter. <br />Sufficient and accurate airfield marking, lighting and signage is essential to <br />maintaining a high level of safety in an a. In this section the <br />existing airfield lighting, marking, and signage will be reviewed in light of the <br />established activity forecast to determine where improvements need to be made. <br />Runway Lighting, Marking, and Signage <br />Runway marking and lighting requirements vary based on the utilization <br />characteristics of a runway including each runways critical aircraft and instrument <br />approaches. <br />Runway Lighting <br />All three runways atthe San Marcos Regional Airporthave Medium Intensity <br />Runway Lighting (MIRLs) and all are in good condition. The airport also has <br />Precision Approach Path Indicator (PAPI) light systems that are located on the <br />approach ends of Runway 13, 17, and 31. The addition of PAPIs for Runway 35 <br />should be a consideration in the future development of the airport. Runway 8/26 is <br />equipped with Runway End Identifier Lights (REILs) on each runway end. The REIL <br />systems are not operational and will be further evaluated as part of the alternatives <br />analysis to determine whether they should be repaired or decommissioned. <br />Runway Centerline Lights and Touchdown Zone Lights (TDZ) are required on <br />runways with Category (CAT) II or III Instrument Landing System (ILS) operations or <br />any CAT I ILS runways with operations below 2,400 feet visibility. The lowest IAP <br />minimum at the San Marcos Regional Airport is currently 2,400 feet visibility for the <br />CAT I ILS approach to Runway 13.
