RESOLUTION NO. 2021-107R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE SUBMISSION OF THE 2019-2020 <br />COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") PROGRAM <br />CONSOLIDATED ANNUAL PERFORMANCE EVALUATION REPORT <br />("CAPER") TO THE UNITED STATES DEPARTMENT OF HOUSING <br />AND URBAN DEVELOPMENT; AND DECLARING AN EFFECTIVE <br />DATE. <br />RECITALS: <br />1. In accordance with applicable federal Community Development Block Grant <br />("CDBG") regulations, City of San Marcos staff has drafted a preliminary 2019-2020 CDBG <br />Program Consolidated Annual Performance Evaluation Report ("CAPER") for public comment <br />before final submission to the United States Department of Housing and Urban Development <br />("HUD"). <br />2. Following the requisite public review and comment period, the San Marcos City <br />Council conducted a public hearing to accept citizen comments on said draft of the 2019-2020 <br />CDBG Program CAPER. <br />3. The City of San Marcos is required to submit the final CAPER to HUD after such <br />public hearing. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City Manager, or his designee, is hereby authorized to finalize and <br />submit the 2019-2020 CDBG Program CAPER to HUD in accordance with applicable regulations. <br />PART 2.
