<br />Mayor Craddock called the meeting to order at 7:30 p.m.
<br />
<br />Mayor Craddock opened a public hearing to consider approval of the Master
<br />Plan for the City of San Marcos, Texas, scheduled to be adopted September
<br />13, 1982. John Morriset of the Executive Master Plan Committee stated he
<br />felt the Master Plan was flexible so that changes could be made if needed,
<br />and that it had been carefully considered by the Master Plan Committee and
<br />Planning and Zoning Commission prior to its presentation to the Council.
<br />Jane Wilson asked Craig Farmer if the Master Plan reflected the suggested
<br />changes of the Neighborhood Associations, and he stated that it did. No
<br />one else wished to speak in favor or in opposition to the Master Plan, so
<br />Mayor Craddock closed the public hearing.

<br />Mayor Craddock opened a public hearing to consider proposed uses of the
<br />Revenue Sharing Entitlement No. 14 Funds for the 1982-1983 Fiscal Year.
<br />Earl Williams, Finance Director, stated the City would receive approxi-
<br />mately $450,000 in revenue sharing funds. Senior citizens, as well as
<br />all citizens, had been invited to attend and were requested to partici-
<br />pate, either in writing or orally, to what they wanted the funds spent
<br />for. He stated the budget for revenue sharing, as well as all budgets,
<br />are available for inspection and that he is available to discuss these
<br />budgets with all citizens. The revenue sharing funds will be received
<br />in quarterly payments, the first payment to be received in January of
<br />1983. The citizens were advised of the public hearing by publication
<br />in the Daily Record, as well as letters sent directly to Hillside Manor,
<br />Care-Inn of San Marcos, Sprirgtown Villa, Rev. Anthony Neugebauer, Chair-
<br />man of the Senior Citizens Advisory Board, Com~.unity Action, Herndon House
<br />and Allen Wood Homes Senior Citizens Organization, requesting participa-
<br />tion in the public hearing and the agenda was posted on the bulletin
<br />board at City Hall. Although there were many senior citizens present
<br />during the public hearing, no one wished to speak and the public hearing
<br />was closed. Ail present were advised there would be another public hear-
<br />ing on revenue sharing and all other budgets on August 16, 1982 and were
<br />invited to participate in this public hearing or submit their written
<br />comments.
