City Council Meeting Minutes May 4, 2021 <br />- At 70% in Tax Year 2021 would be $656,877 <br />- At 25% in Tax Year 2021 would be $234,599 <br />Mayor Hughson opened the Public Hearing at 8:19 p.m. <br />There being no speakers, Mayor Hughson closed the Public Hearing at 8:19 <br />p.m. <br />A motion was made by Council Member Baker, seconded by Mayor Pro Tem <br />Derrick, to approve Ordinance 2021-37, on the first of two readings. The <br />motion carried by the following vote: <br />For: 6 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott and Council Member Gleason <br />Against: 1 - Council Member Garza <br />22. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2021-87R and Resolution 2021-91R, making finds as to the <br />advisability of the improvements proposed in the Whisper South Public Improvement <br />District; creating the Whisper South Public Improvement District in accordance with <br />Chapter 372 of the Texas Local Government Code; and consider approval of Resolution <br />2021-87R and Resolution 2021-91 R. <br />Shannon Mattingly, Director of Planning and Development Services provided <br />a brief introduction and introduce Bart Fowler, McCall, Parkhurst & Horton, <br />provided the presentation regarding the Whisper Public Improvement District <br />(PID) summary. <br />Mr. Fowler stated Council Committee met with staff and the developer to <br />negotiate the terms not to exceed $14M that will be used for infrastructure <br />including water, wastewater, roads, signage and parks. These funds are <br />provided to the developer in the form of bonds which are repaid by property <br />owners within the boundaries of the PID. Mr. Fowler mentioned that it will <br />require a Development Agreement including provisions for annexation of the <br />property currently in the Extraterritorial Jurisdiction (ETJ) and zoning of the <br />entire project. <br />It will also require inclusion of the property in the City's water & wastewater. <br />Mr. Fowler said it will require dedication of land for the city's bypass channel <br />project which is a long-term flood prevention <br />solution. <br />Mayor Hughson opened the Public Hearing at 8:27 p.m. <br />Those who spoke: <br />City of San Marcos Page 14 <br />
