107 <br /> <br />Regular Meeting <br /> <br />August 23, 1982 <br /> <br />Page 2 <br /> <br />Mayor Craddock introduced for consideration approval of the minutes <br />of the Special Meeting held August 16, 1982. Mr. Brown moved to ap- <br />prove the minutes and Mrs. Norris seconded the motion, which passed <br />unanimously. <br /> <br />Mayor Craddock introduced for consideration an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING THE GENERAL ZONING ORDINANCE <br />OF SAID CITY TO INCLUDE A DISTRICT TO BE KNOWN AS <br />THE CENTRAL BUSINESS AREA IN WHICH SHALL BE PROHI- <br />BITED BARS, NIGHTCLUBS, RESTAURANTS SELLING ALCOHOLIC <br />BEVERAGES FOR ON PREMISE CONSUMPTION AND MOBILE HOMES <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved to approve the Ordinance on first reading and Mr. <br />Farr seconded the motion. Mayor Craddock then opened a public hearing <br />for the discussion of this Ordinance. John Morrisset advised there <br />were parking problems in the downtown business area and the intent <br />of this Ordinance was to scatter businesses more effectively that <br />required long-term parking, such as bars and nightclubs. No one else <br />wished to speak for or against the Ordinance so Mayor Craddock closed <br />the public hearing. The Council voted unanimously in favor of the <br />Ordinance on first reading. <br /> <br />Mayor Craddock introduced for consideration an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED SEPTEMBER <br />29, 1980 (VOL. 54) BY ZONING LOT NOS. ONE THROUGH <br />TWENTY-TWO (1-22), BLOCK A, THE ORCHARDS ADDITION, <br />LOCATED IN THE 600 AND 700 BLOCKS OF MIDWAY AND <br />PROSPECT STREETS, FROM "R-i" (SINGLE-FAMILY DWELLING <br />DISTRICT) TO "TH" (TOWNHOUSE RESIDENTIAL DISTRICT). <br /> <br />Mayor Craddock then opened a public hearing on the discussion of the <br />zoning change request. No one wished to speak in favor of the Ordin- <br />ance. Several residents of the area opposed the Ordinance. Jack <br />Lindstrom opposed the rezoning because of the problem with increased <br />traffic already generated from the Bracewood subdivision and the fear <br />of an increased drainage problem to the downhill residents. Henry <br />Kyle stated the multi-family and townhouse buildings on Scott had <br />caused increased drainage in his ~ea. Colonel R. M. Beechinor was <br />opposed because of the increased traffic problems already existing <br />in the area. John Morrisset was opposed because of drainage problems. <br />Edwin Smith was opposed because of drainage problems and suggested <br />the City deepen the draw and raise the sides of the draw. Marilyn <br />Brister was opposed to the rezoning because of increased traffic <br />problems. Helen Hanicak was opposed to the rezoning because of <br />drainage problems and thought the City should clean out the ditch <br />that is presently full of tree limbs, trash and garbage. No one <br />else wished to speak for or against the zoning request, so Mayor <br />Craddock closed the public hearing. Mayor Craddock then moved to <br />table first reading until the next Regular Meeting, September 13, <br />at the request of Jim Cauthorn who was unable to attend this meet- <br />ing, and Mrs. Norris seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration the adoption of an Ordin- <br />ance on emergency, the caption which was read as follows: <br /> <br /> <br />
