The alternate building element is of equal or greater area <br />Section 4.3.5.5 Building Elements as the required building element or otherwise provides <br />equivalent functionality; <br />A. Intent. <br />1. The standards in this section an.orrgOji;thi;;;�;a�,qe4,;1„4 <br />are intended to ensure that building elements are of <br />sufficient size and design to meet the intent of the blank <br />wall area requirement in Section 4.3.5.3 and the setback <br />requirement in Section 4.3.3.2. <br />2. Building elements that do not encroach into a required <br />setback and that are not being used to satisfy the blank <br />wall area requirements do not need to comply with the <br />general requirements in this section. <br />B. Right -of -Way Encroachment. A building element may <br />encroach into the right-of-way in accordance with Chapter 74 <br />Article 6 of the City Code of Ordinances and the standards of <br />this Section. <br />C. Alternative Compliance Findings. The Planning and Zoning <br />Commission may in accordance with Section 2.8.4.1 approve <br />a modified building element requirement, subject to all of the <br />following findings: <br />1. The approved alternate meets the intent of the building <br />element regulations; <br />2. The approved alternate conforms with the Comprehensive <br />Plan and adopted City plans; <br />4. The approved alternate does not negatively impact <br />pedestrian circulation in accordance with the adopted <br />streetscape guidelines; and <br />5.
