S <br />D. Neighborhood Transition Access Requirements. Site access <br />in neighborhood transition areas shall be located to minimize <br />negative impacts to adjoining properties. <br />1. A driveway serving any non-residential use or multi -family <br />living shall not be permitted to access neighborhood <br />streets. <br />E. Alternative Compliance Findings. The Planning and Zoning <br />Commission may in accordance with Section 2.8.4.1 approve <br />modifications to the neighborhood transition standards, subject <br />to all of the following findings: <br />1. The approved alternate meets the intent of the <br />neighborhood transition regulations; <br />2. The approved alternate conforms with the Comprehensive <br />Plan and adopted City plans; and <br />3. The approved alternate provides a better transition <br />between districts. <br />4..
