7O MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, DECEMBER 3, 1982 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Elida A. Mendez Jaime Moore Tess Norris City Manager City Secretary City Attorney Director of Finance Tax Assessor/Collector A. C. Gonzalez Janis K. Womack Barbara Jean Edwards Earl Williams Charles Stone Also Present: Stephanie Friesenhahn, Henry C. Kyle, Mary Peveler, Rick P. Fisher, Don Laine, William Harrison, Jackie Matthys and others. Mayor Craddock called the meeting to order at 5:00 p.m. Mayor Craddock introduced for consideration the adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN ~LARCOS, TEXAS, SETTING THE TAX RATE FOR SAID CITY FOR THE 1982 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1982, AND ENDING SEPTEMBER 30, 1983 AND DECLARING AN EMERGENCY. Mr. Kreczmer moved for the adoption of the Ordinance with an amendment being made to Section 2A, changing 59 cents to 58 cents, making the to- tal tax rate (in Section 1) 64 cents instead of 65 cents, and Mrs. Men- dez seconded the motion. On roll call the following vote was recorded: AYE: Kreczmer, Mendez. NAY: Brown, Farr, Craddock, Moore, Norris. ABSTAIN: None. The motion failed. Mrs. Norris then moved for the adoption of the Ordinance as written and Mr. Moore seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Craddock, Moore, Norris.
