Womack <br />Barbara Edwards <br /> <br />Also Present: John Stokes and Jerri Martin. <br /> <br />Mayor Craddock called the meeting to order at 5:03 p.m. on public <br />right-of-way immediately East of the bridge located at the intersec- <br />tion of County Road 299 and the San Marcos River (near Thompson's <br />Island). <br /> <br />Mayor Craddock opened the public hearing to consider annexation of <br />135 acres of land, more or less, adjoining the existing City Limits <br />of the City of San Marcos, Texas, out of the J. M. Veramendi League <br />No. 1 and J. M. Veramendi League No. 2 (a portion of which is a/k/a <br />Cape's Camp). No one wished to speak in favor of the annexation. <br />Mayor Craddock then asked if anyone opposed the annexation. John <br />Stokes stated he was not really opposed to the annexation, but from <br />reviewing the City Staff's information, it was not amicable to annex <br />this property, and that the City Attorney had cited cases regarding <br />the liability, and the City would be assuming the liability. The <br />City can't afford to make the street and bridge improvements that <br />are needed, and the extension of utility policy is inadequate. He <br />recommended that if the City proceeded with this annexation that a <br />capital improvements program over the next three years for services <br />to the area be established. If the improvements are not made within <br />a reasonable period of time, the City would face annexation of the <br />property in the future. Karl Brown stated he thought it was inappro- <br />priate for the City to annex the property at this time.
