City Council Meeting Minutes May 18, 2021 <br />Staff is seeking direction on the application evaluation criteria and moving forward <br />with the application process. <br />Mayor Hughson opened the Public Hearing at 9:29 p.m. <br />Those who spoke: <br />Zach Sambrano, stated there is a need for more housing. He provided average <br />housing prices in the area and the increase seen in the last year. He expressed <br />interest in seeing more than just single detached homes and stated we should <br />explore other options. He also expressed interest in funding to go toward <br />community health and mental health services and explore transitional housing for <br />the homeless community. <br />Tricia Schneider, spoke on behalf of Court Appointed Special Advocates <br />(CASA) of Central Texas. She supports the CDBG program mission to promote the <br />development of San Marcos as a viable urban community by providing decent <br />housing, a suitable living environment; and expanded economic opportunities, <br />specifically for persons of low and moderate incomes. She stated CASA will be <br />submitting a grant application for this program year. <br />Lisa Marie Coppoletta, spoke on the historical designations given to various <br />neighborhoods and how the increase in taxes are pricing citizens out of their home. <br />There being no further comments, Mayor Hughson closed the Public Hearing at <br />9:38 p.m. <br />A motion was made by Council Member Gleason, seconded by Council Member <br />Baker, to approve the application evaluation criteria. <br />1. Activity Need and Justification: 25 Points top priorities for San Marcos <br />(Consolidated Plan) <br />2. Impact and Cost Effectiveness: 30 Points overhead, leveraging other resources <br />3. Implementation: 25 Points focus on measurable outcomes <br />4. Past Performance or Letters of Reference: 20 Points strong record of managing <br />funds, or potential to do so <br />Council Member Baker inquired about the grouping of impact and cost <br />effectiveness. Deputy Mayor Pro Tem Derrick stated for transparency and clarity <br />the cost effectiveness should be separated from the impact. There was no motion <br />City of San Marcos Page 14 <br />
