<br />54 <br /> <br />Special Meeting <br /> <br />February 16, 1982 <br /> <br />Page 2 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING THE TERMS AND CONDITIONS <br />OF A CONTRACT FOR CONSTRUCTION OF SIDEWALKS IN THE <br />VICTORY GARDENS SECTION OF SAN MARCOS, TEXAS, ACCEPT- <br />ING THE BID OF E-Z BEL CONSTRUCTION COMPANY, INC. OF <br />SAN ANTONIO, TEXAS, FOR SAID CONSTRUCTION PROJECT; <br />AUTHORIZING THE MAYOR OF SAID CITY TO EXECUTE SAID <br />CONTRACT WITH E-ZBEL CONSTRUCTION COMPANY, INC. AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Kreczmer moved for the adoption of the Resolution and Mrs. Norris <br />seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of alternatives <br />for the new Fire Station facility. Incorrect wage rates from HUD had <br />been provided to Jack Lackey, architect, and the correct wage rates <br />would increase the contract $76,537.00. Mr. Kreczmer moved to approve <br />the alternatives to get the matter on the table for discussion and Mr. <br />James seconded the Motion. Ronnie Dannelley presented the Council with <br />three alternatives given the City to consider by HUD: (1) request change <br />of wage rates from the Department of Labor; (2) the City pay for all the <br />Fire Station with City funds and transfer the Fire Station funds to <br />another project in year V (Millview); or (3) rebid the job. <br /> <br />Mrs. Norris moved to amend Mr. Kreczmer's motion to accept alternative <br />(2), that the City pay for all the Fire Station with City funds and <br />transfer HUD funds to another project in year V, and Mr. Cavazos se- <br />conded the motion. <br /> <br />Mr. Bill Harrison of First Southwest Company, bond consultants, pre- <br />sented the Council with amortization schedules for Certificates of <br />Obligation. He recommended the City authorize him to negotiate sale <br />with a local banking institution, and he thought he might be able to <br />procure an interest rate of approximately 13%. He stated it would <br />actually take 60 days to get any funds in hand. Again he advised the <br />Council of the need to increase the fund balance for future bond pro- <br />grams and to take care of any calamities that might occur. Mr. Kreczmer <br />expressed an interest in 5-year Certificates of Obligation rather than <br />10 years. <br /> <br />On Mrs. Norris' motion to amend Mr. Kreczmer's motion, seconded by Mr. <br />Cavazos, the Council unanimously approved the amendment. <br /> <br />On Mr. Kreczmer's motion to approve the alternatives, seconded by Mr. <br />James, the Council unanimously approved the alternatives. <br /> <br />Mayor Craddock introduced for consideration issuance of Certificates <br />of Obligation for the purpose of constructing the Fire Station and <br />purchasing property for the Sewage Treatment PlaIT improvements. Mrs. <br />Norris moved for issuance of Certificates of Obligation for five years <br />for $200,000 for construction of the Fire Station and Mr. Kreczmer se- <br />conded the motion, which passed unanimously. Mr. Gonzalez stated <br />there was no motion needed at this time on the purchase of property <br />for expansion of the Sewage Treatment Plant. <br /> <br />The meeting adjourned at 7:00 <br />by Mrs. Norris. <br /> <br />"tU.
