City of <br />San <br />Special Meeting Minutes <br />City Council <br />Tuesday, June 29, 2021 3:00 PM Virtual Meeting - Special Meeting <br />This meeting was held using conferencing software due to COVID-19 rules. <br />I. Call To Order <br />With a quorum present, the special meeting of the San Marcos City Council <br />was called to order by Mayor Hughson at 3:06 p.m. Tuesday, June 29, 2021. <br />This meeting was held online. <br />II. Roll Call <br />Council Member Garza arrived after roll call at 3:30 p.m. <br />Present: 7 - Mayor Pro Tem Melissa Derrick, Mayor Jane Hughson, Council Member Maxfield <br />Baker, Council Member Saul Gonzales, Council Member Alyssa Garza, Council <br />Member Mark Gleason and Deputy Mayor Pro Tem Shane Scott <br />PRESENTATIONS <br />1. Receive a presentation on the American Rescue Plan, and provide direction to the City <br />Manager. <br />Bert Lumbreras, City Manager provided an introduction. The Special meeting was called <br />to provide a briefing on the American Rescue Plan funds the City is receiving. The City of <br />San Marcos is due to receive approximately $18 million dollars of Federal funding. Marie <br />Kalka, Finance Director will discuss the parameters of the programs that could <br />potentially be funded as well as a proposed list created by staff, additional projects that <br />have been discussed previously by Council, and those that align with Council's strategic <br />priorities. He stated it is difficult to separate discussion regarding the American Rescue <br />Plan funds and the City budget. As will be presented later this evening, the General Fund <br />is under tight constraints so the use of ARP funds were reviewed to offset some expenses, <br />but the restrictions on the federal funding make it difficult to address the shortfall this <br />way. It is tentatively scheduled for next week's Council meeting to continue discussion, or <br />place a resolution indicating Council's support. <br />Ms. Kalka provided the presentation on the American Rescue Plan (ARP) <br />City of San Marcos Page 1 <br />
