59 Regular Meeting February 22, 1982 Page 2 Mayor Craddock introduced for consideration approval of an appointment to the Central Texas Higher Education Authority. Mr. James moved to reappoint J. R. Thornton and Mr. Brown seconded the motion. On roll call the following vote was recorded: AYE: NAY: ABSTAIN: Brown, Cavazos, James, Craddock, Kreczmer, Mendez. Norris. None. Mayor Craddock introduced for consideration approval of an appointment of one Master Electrician to the Examining and Supervising Board of Elec- tricians. Prior to the meeting the names of Ted Breihan and Richard Ray Cowan had been nominated for this position. Mrs. Norris moved for the Council to consider both names and Mrs. Mendez seconded the motion. Mr. Cowan was appointed to the Examining and Supervising Board of Elec- tricians. Mayor Craddock introduced for consideration approval of an appointment of a Layman to the Examining and Supervising Board of Heating and Air Conditioning Contractors. Mrs. Norris moved that Al Heinroth be appoint- ed to this Board and Mr. James seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration approval of an appoint- ment to fill the vacancy of Mr. Cooper Slay to the Executive Master Plan Committee. Prior to the Council meeting the names of Don Hyder and Dr. Billy Windham had been placed in nomination. After some dis- cussion of Dr. Windham's name being placed in nomination on Monday, February 22, 1982, Mrs. Norris moved that the appointment of this va- cancy be tabled until a later meeting and Mrs. Mendez seconded the motion. On roll call the following vote was recorded: AYE: NAY: ABSTAIN: Craddock, Mendez, Norris. Brown, Cavazos, James, Kreczmer. None. The motion failed. Mrs. Norris then moved the nominations of Don Hyder and Dr. Billy Windham be considered and Mrs. Mendez seconded the motion. Mr. Hyder was appointed to the Executive Master Plan Committee. Mr. A. C. Gonzalez was instructed to have an Ordinance prepared to bring to Council at a future meeting requiring nominations to the Boards to be submitted to the City Secretary by Friday at 5:00 p.m. prior to the meeting on Monday.
