41 Regular Meeting February 8, 1982 Page 7 Mr. James then moved for approval for the City to enter into an agree- ment with Chastain and Associates for personnel and management consult- ing, and Mrs. Norris seconded the motion. On roll call the following vote was recorded: AYE: Brown, James, Craddock, Norris. NAY: Cavazos, Kreczmer, Mendez. ABSTAIN: None. The motion was approved. Mayor Craddock stated the Council would receive a report from the Executive Master Plan Committee representative and recommendations from the Planning and Zoning Commission approving the preliminary Master Plan draft for presentation to the neighborhood sectors and Master Plan Phase IV process. Mr. Morrissett, Chairman of the Exe- cutive Master Plan Committee, stated the Executive Master Plan Com- mittee, working with the Master Plan Committee and consultants Freese and Nichols had come up with a preliminary Master Plan draft which they felt was workable. It has been submitted to the Planning and Zoning Commission and approved by them, as reflected in the letter from Joel Barnard, Chairman of the Planning and Zoning Commission, dated February 3, 1982, and is now being presented to the City Council for approval. Mr. Craig Farmer stated Freese and Nichols had strived to make the Master Plan understandable.
