Call To Order <br />With a quorum present, the budget workshop meeting of the San Marcos City <br />Council was called to order by Mayor Hughson at 4:04 p.m. Thursday, August <br />12, 2021. This meeting was held in person and online. <br />II. Roll Call <br />Present: 7 - Mayor Pro Tem Melissa Derrick, Mayor Jane Hughson, Council Member Maxfield <br />Baker, Council Member Saul Gonzales, Council Member Alyssa Garza, Council <br />Member Mark Gleason and Deputy Mayor Pro Tem Scott <br />PRESENTATIONS <br />1. Receive a Staff presentation and hold discussion regarding the Fiscal Year 2020-2021 <br />Financial Update and . preliminary Fiscal Year 2021-2022 Budget, and provide direction <br />to Staff. <br />Bert Lumbreras, City Manager, provided an update related to the proposed <br />budget for Fiscal Year 2021-2022. He stated last year's budget process was <br />rapidly -changing but this year's budget has been one of the most challenging <br />during his four-year tenure with the City. From the beginning of this process <br />all were aware of the loss of crucial revenue as a result of the Comptroller's <br />ruling regarding sales tax sourcing and limitations on property tax rates <br />increases as a result of Senate Bill 2. However, even with these constraints, the <br />budget presented this afternoon continues to provide core services to our <br />citizens and closes the general fund gap presented to you in June. This year's <br />budget process was not very easy, and he expressed his appreciation to Council <br />and Staff for the balanced budget that is coming forward. The budget will <br />continue to fund vital City operations as we can and the services our residents <br />expect and deserve. The presentation today will provide details of the General <br />Fund, Hotel Occupancy Fund, Enterprise Funds, and the changes to the capital <br />improvement projects plan that was presented at your last budget meeting. <br />City of San Marcos Page 1 <br />
