City Council <br />Meeting Minutes August 12, 2021 <br />The San Marcos Tax Rate was illustrated from 2017 to 2022 <br />Next Ms. Kalka provided the average assessed home value as indicated by the <br />Hays Central Appraisal District Comptrollers Audit Report for certified roll. <br />The FY22 Proposed Tax Rate was presented along with proposed tax rate <br />scenarios. <br />The FY22 Personnel Considerations were presented with scenarios indicating a <br />.01 cent increase in tax rate and also a .0277 cent increase in tax rate. <br />The Historical Tax Rate Summary was presented from FY18 to Proposed FY22. <br />Ms. Kalka stated sales tax continue to increase and provided a chart indicating <br />these amounts from 2017-2022. <br />FY22 General Fund Expenditure Cost Drivers were presented. These include <br />the following: <br />• Increases in personnel costs = $2.646M <br />— Meet & Confer salary adjustment = $887.5K <br />— 2% non -civil service salary adjustment = $570K <br />—1.4% increase in TMRS = $520K <br />— 60% increase in workers compensation = $280K <br />— Five new positions including two police positions added midyear `21= $388K <br />• Restoration of support of transit operations = $650K <br />• Increased operational costs = $970K <br />— Facilities and utilities = $600K <br />— Equipment repairs = $200K <br />— Transportation (asphalt, concrete, signalization) _ $250K <br />— Transportation Indirect Cost Chargeback = $140K <br />— Irrigation maintenance program = $100K <br />— Removal of Community Enhancement from General Fund = ($320K) <br />• Capital Outlay = $2.4M funded with use of fund balance <br />FY22 Personnel Assumptions were presented, including: <br />• FY22 Civil Service Meet & Confer agreements funded <br />• FY22 Non -civil Service @ 2% COLA increase effective 10/1/21 and will <br />reevaluate <br />additional 2% mid -year <br />• FY22 Health insurance no increase <br />City of San Marcos Paye 4 <br />
