City Council Meeting Minutes August 12, 2021 <br />Airport Taxiway funding which is moved up one year $900K due to a federal <br />award for funding for 90 percent of the cost. Within the Water/Wastewater <br />Fund, project #741 the ARWA Improvement Improvement at the Surface <br />Water Treatment Plant which requires an increase of $2.76M. During storm <br />Uri, we found that we needed some improvements. <br />The FY22 Recommended CIP Totals were presented. <br />General $10,065,500 <br />Water $20,510,000 <br />Wastewater $7,600,000 <br />Stormwater $5,220,000 <br />Electric $7,315,500 <br />Total $50,711,000 <br />Ms. Moyer provided the projects that are included related to the 2022 Strategic <br />Initiatives of Sustainability including construction projects Castle Forest <br />Channel, Sessom Creek Restoration Ph 2, Sunset Acres Regional Detention, <br />Comanche Pump Station Improvements, Dunbar Utility Improvements, <br />ARWA Improvements, Main Lift Station, CA -30 Circuit Creation, <br />Underground Electric Conversion. Other projects are land acquisition for <br />River Ridge Regional Detention, design for the Wallace Addition <br />Improvements, and Weatherization projects. <br />The Downtown Vitality project is the design work for the Downtown Alley <br />Reconstruction project. Ms. Moyer also noted that moving forward with the <br />Capital Improvements Plans, we will create a Long Term Debt Plan, Analyze <br />CIP funds to reduce future debt issuance, Pursue Alternative Funding, and <br />look at a future bond election <br />Ms. Kalka provided a summary on tax exemption updates and the budget <br />timeline. <br />On September 17 we will take our record vote on the Tax Rate and set the <br />dates for the public hearings. We are not required to have a public hearing by <br />law, as we have in the past, however council provided direction to do so. <br />Council Direction is requested on the following: <br />Property Tax Rate: Below No New Revenue rate <br />Sales tax: 2.5% over 2021 estimate excluding Best Buy Call Center and COVID <br />impact <br />TIRZ#2 dissolution <br />City of San Marcos Page 6 <br />
