City Council Meeting Minutes September 21, 2021 <br />PUBLIC HEARINGS <br />29. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2021-66, adopting a budget in the amount of $260,468,834 for the <br />fiscal year beginning October 1, 2021 and ending September 30, 2022; authorizing <br />certain adjustments to the budget with the approval of the City Manager; approving fiscal <br />year 2021-2022 Capital Improvements Program Projects; adopting a fee schedule; <br />including procedural provisions; and declaring an effective date; consider approval of <br />Ordinance 2021-66, on second of two readings. <br />Marie Kalka, Finance Director provided a presentation. She stated the 0.01 <br />cent staff suggested increase to the tax rate to 60.30¢ per $100 valuation = <br />$655,000. This increase will provide for the following: <br />Four 911 Telecommunicators (Salaries/Benefits) $278,500 <br />Three Traffic Officers (Salaries/Benefits) $277,000 <br />Three leased vehicles with equipment $77,500 <br />Supplies/IT Equipment/Uniforms $19,500 <br />Professional Development $2,500 <br />Total $655,000 <br />Mayor Hughson opened the Public Hearing at 7:27 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, expressed concern with neighborhoods being <br />gentrified, concerns with Capital Improvement Projects (CIP), and houses that <br />are not on the historical resources rollout. She expressed concern with <br />transparency and no full disclosure discussion. <br />There being no further speakers, Mayor Hughson closed the Public hearing at <br />7:31 p.m. <br />A motion was made by Council Member Gleason, seconded by Mayor Pro <br />Tem Derrick, to approve Ordinance 2021-66, on the second of two readings. <br />The motion carried by the following vote: <br />For: 4 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker and Council <br />Member Gleason <br />Against: 3- Council Member Gonzales, Deputy Mayor Pro Tem Scott and Council Member <br />Garza <br />41. Consider approval, by motion, of the ratification of the tax rate reflected in the proposed <br />budget of 60.30 cents per $100 valuation, which will raise more revenue from property <br />taxes than in the previous fiscal year. <br />City of San Marcos Page 11 <br />
