City Council Meeting Minutes September 21, 2021 <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Derrick, Mayor Hughson, Council Member Baker, Council Member <br />Gonzales, Deputy Mayor Pro Tem Scott, Council Member Garza and Council <br />Member Gleason <br />Against: 0 <br />32. Receive a Staff Presentation and hold a Public Hearing to receive comments for or <br />against Ordinance 2021-77, amending the Official Zoning Map of the City in Case No. <br />ZC-21-16 by rezoning approximately 22.58 acres of land, generally located at the <br />Northwest Corner of the Wonder World Drive and Highway 123 Intersection, from "FD" <br />Future Development District to "EC" Employment Center District, or subject to consent of <br />the owner, another less intense zoning district classification; including procedural <br />provisions; and providing an effective date; and consider approval of Ordinance 2021-77, <br />on the first of two readings. <br />Shannon Mattingly, Director of Planning and Development Services, provided <br />a presentation regarding the rezoning of approximately 22.58 acres of land, <br />located at the Northwest Corner of the Wonder World Drive and Highway 123 <br />Intersection, from "FD" Future Development District to "EC" Employment <br />Center District. Applicant is proposing a restaurant, office, convenience store <br />with car wash, and hotel. Mayor Hughson noted that there is a church very <br />nearby that is not noted in the staff report. <br />Mayor Hughson opened the Public Hearing at 8:17 p.m. <br />Those who spoke: <br />Lisa Marie Coppoletta, would like council to follow the recommendation of <br />the Planning and Zoning Commission to not allow a truck stop at the location. <br />She expressed concern with the elderly smelling the fumes from the trucks. She <br />also expressed concern regarding possible findings of artifacts. <br />There being no further comments, Mayor Hughson closed the Public Hearing <br />at 8:20 p.m. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Gleason, to approve Ordinance 2021-77, on the first of two readings. <br />Council held discussion regarding the Planning and Zoning recommendation. <br />Council direction to staff is to discuss with the applicant to restrict several uses <br />via a restrictive covenant and to specify locations of buildings, including the <br />hotel, on the site plan prior to the second hearing. <br />Council Member Baker inquired regarding impervious cover and asked how <br />City of San Marcos Page 14 <br />
