City Council Meeting Minutes September 21, 2021 <br />Investment Report that covers the 3rd quarter of fiscal year 2020-2021 <br />reflecting investment activity and balances as of June 30, 2021. <br />Ms. Kalka provided an overview of the Texas Economy related to recovery <br />from the pandemic. <br />She provided as of June 30, 2021 pooled cash was $105.1M, reserves were <br />$13.9M, enterprise was $151.7M and reserves were $18.2M. <br />Ms. Kalka provided the investment distribution which includes Money Market <br />Mutual Funds (41.6%), Local Government Investment Pools (42.7%), Federal <br />Agency Coupon Securities (9.8%), and Bank Deposits (6.0%). <br />Ms. Kalka provided the average yield to maturity for all funds and the yields <br />compared to benchmarks. <br />CONSENT AGENDA <br />A motion was made by Council Member Gleason, seconded by Mayor Pro <br />Tem Derrick, to approve the consent agenda. Council Member Baker voted no <br />on items #10, 11 and 23. Deputy Mayor Pro Tem Scott and Council Member <br />Gonzales voted no on items #5, 6, 7 and 8. Consider approval of Ordinance 2021-67, on the second of two readings, increasing <br />rates established for Water, Wholesale Water, Reclaimed Water, Wastewater Treatment, <br />and Sewer Surcharges; including procedural provisions; declaring an effective date. <br />6. Consider approval of Ordinance 2021-68, on the second of two readings, increasing the <br />rates for Electric Utility Services; and including procedural provisions; and providing an <br />effective date. <br />7.
