Tuesday, September 21, 2021 <br />City of San Marcos <br />Meeting Minutes <br />City Council <br />3:00 PM <br />630 East Hopkins <br />San Marcos, TX 78666 <br />City Council Chambers <br />This meeting was held using conferencing software due to COVID-19 rules. <br />I. Call To Order <br />With a quorum present, the work session of the San Marcos City Council was <br />called to order by Mayor Hughson at 3:02 p.m. Tuesday, September 21, 2021. <br />The meeting was held online and in person. <br />II. Roll Call <br />Present: 7- Mayor Pro Tem Melissa Derrick, Mayor Jane Hughson, Council Member Maxfield <br />Baker, Council Member Saul Gonzales, Deputy Mayor Pro Tem Shane Scott, <br />Council Member Alyssa Garza and Council Member Mark Gleason <br />PRESENTATIONS <br />1. Receive a Staff presentation and update regarding the Coordinated Transit System <br />implementation for the City of San Marcos and Texas State University, and provide direction to <br />City Manager. <br />Bert Lumbreras provided an introduction to the presentation related to the <br />transit system in San Marcos. One of Council's strategic initiatives was <br />multimodal transportation and one of his goals is to strengthen the partnership <br />between the City and Texas State University. He explained this project <br />combines those two objectives in order to advance transit and deliver inclusive, <br />multimodal options to our community. He introduced Pete Binion, Transit <br />Manager to lead the presentation. Mr. Lumbreras stated this presentation will <br />include the history of this effort, including direction received from previous <br />Councils and discussions had up to this point. He stated the University has <br />been an outstanding partner to work with towards this common goal. He also <br />noted that Eric Algoe, Nancy Nussbaum, Steven Herrera, and Anna Edmonds <br />are attending this meeting as representatives of Texas State. Topics to discuss <br />will include proposed funding splits between the City and University, how the <br />interlocal agreements will be structured, and next steps. Any agreements will <br />come back to Council for consideration. The goal today is to receive Council's <br />feedback on the drafting of interlocal agreements. <br />City of San Marcos Page 1 <br />
