64 Regular Meeting July 12, 1982 Page 5 Mayor Craddock introduced for consideration the adoption of a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A LEASE WITH BUTTERNUT ELEC- TRONICS COMPANY, INC. FOR PREMISES LOCATED AT THE SAN MARCOS MUNICIPAL AIRPORT FOR THE PURPOSE OF MANUFACTUR- ING AND SELLING RADIO ANTENNAS; AUTHORIZING THE MAYOR TO EXECUTE SAID LEASE AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for the adoption of the Resolution to get it on the table for discussion and Mr. Farr seconded the motion. The Council was concerned about Article II in the Agreement of Lease of the payment of five cents per square foot. They expressed an interest in having the Airport Commission review the charge per square foot to be used in lease agreements. Mrs. Norris then moved to table this matter to be referred to the Airport Commission for a review of the charge per square foot and Mrs. Mendez seconded the motion, which passed unani- mously. Mayor Craddock introduced for consideration the adoption of .a Resolu- tion, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING AMENDMENT NO. 2 TO THAT CON- TRACT OF MAY 7, 1979, BETWEEN SAID CITY AND FREESE AND NICHOLS, INC. FOR PROVISION BY FREESE AND NICHOLS, INC. OF ENGINEERING SERVICES CONNECTED WITH IMPROVE- MENT OF THE WASTEWATER TREATMENT SYSTEM OF SAID CITY; AUTHORIZING THE CITY MANAGER OF SAID CITY TO EXECUTE SAID AMENDMENT ON BEHALF OF SAID CITY AND DECLARING AN EFFECTIVE DATE. Mr. Brown moved for the adoption of the Resolution and Mrs. Norris seconded the motion. George Human of Freese and Nichols stated they should have the plans completed within five months, and that generally the federal funds were allocated in December. City Manager Gonzalez stated we had $90,000 in the 81-82 budget towards partial payment of this project. Mr. Human said the Environmental Protection Agency re- viewed the performance of the wastewater treatment plants, and generally those funded were the ones who tried to make improvements to the plants, and those that fell too far behind went to the wayside and were not funded. Mr. Adrian Huckabee stated the improvements are based on a 20-year project life. The Council then voted unanimously in approval of the Resolution. Mayor Craddock then stated the Council would receive the 1982-83 budget overview presentation from the City Manager. Mr. Gonzalez reviewed with the Council a budget summary. Finance Director Earl Williams stated the figures used were based on an assumption of a 20% increase in revenue of roughly $2,145,745 (tax money) with a drastic cut from $1.03 per $100 tax evaluation to 50 or 60 cents. Mayor Craddock then stated the Council would receive the compensation recommendations. Mrs. Norris moved that this item and the direction to be taken regarding the city compensation plan be tabled until there was a full Council present because of the importance of these items, and Mrs. Mendez seconded the motion, which passed unanimously.
