64 <br /> <br />Regular Meeting <br /> <br />July 12, 1982 <br /> <br />Page 5 <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING A LEASE WITH BUTTERNUT ELEC- <br />TRONICS COMPANY, INC. FOR PREMISES LOCATED AT THE SAN <br />MARCOS MUNICIPAL AIRPORT FOR THE PURPOSE OF MANUFACTUR- <br />ING AND SELLING RADIO ANTENNAS; AUTHORIZING THE MAYOR <br />TO EXECUTE SAID LEASE AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mrs. Norris moved for the adoption of the Resolution to get it on the <br />table for discussion and Mr. Farr seconded the motion. The Council <br />was concerned about Article II in the Agreement of Lease of the payment <br />of five cents per square foot. They expressed an interest in having <br />the Airport Commission review the charge per square foot to be used <br />in lease agreements. Mrs. Norris then moved to table this matter to <br />be referred to the Airport Commission for a review of the charge per <br />square foot and Mrs. Mendez seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Craddock introduced for consideration the adoption of .a Resolu- <br />tion, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, APPROVING AMENDMENT NO. 2 TO THAT CON- <br />TRACT OF MAY 7, 1979, BETWEEN SAID CITY AND FREESE <br />AND NICHOLS, INC. FOR PROVISION BY FREESE AND NICHOLS, <br />INC. OF ENGINEERING SERVICES CONNECTED WITH IMPROVE- <br />MENT OF THE WASTEWATER TREATMENT SYSTEM OF SAID CITY; <br />AUTHORIZING THE CITY MANAGER OF SAID CITY TO EXECUTE <br />SAID AMENDMENT ON BEHALF OF SAID CITY AND DECLARING <br />AN EFFECTIVE DATE. <br /> <br />Mr. Brown moved for the adoption of the Resolution and Mrs. Norris <br />seconded the motion. George Human of Freese and Nichols stated they <br />should have the plans completed within five months, and that generally <br />the federal funds were allocated in December. City Manager Gonzalez <br />stated we had $90,000 in the 81-82 budget towards partial payment of <br />this project. Mr. Human said the Environmental Protection Agency re- <br />viewed the performance of the wastewater treatment plants, and generally <br />those funded were the ones who tried to make improvements to the plants, <br />and those that fell too far behind went to the wayside and were not <br />funded. Mr. Adrian Huckabee stated the improvements are based on a <br />20-year project life. The Council then voted unanimously in approval <br />of the Resolution. <br /> <br />Mayor Craddock then stated the Council would receive the 1982-83 budget <br />overview presentation from the City Manager. Mr. Gonzalez reviewed <br />with the Council a budget summary. Finance Director Earl Williams <br />stated the figures used were based on an assumption of a 20% increase <br />in revenue of roughly $2,145,745 (tax money) with a drastic cut from <br />$1.03 per $100 tax evaluation to 50 or 60 cents. <br /> <br />Mayor Craddock then stated the Council would receive the compensation <br />recommendations. Mrs. Norris moved that this item and the direction <br />to be taken regarding the city compensation plan be tabled until there <br />was a full Council present because of the importance of these items, <br />and Mrs. Mendez seconded the motion, which passed unanimously. <br /> <br /> <br />
