71 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 19, 1982 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Gerald G. Farr John A. Kreczmer Elida A. Mendez Jaime Moore Tess Norris City Manager City Secretary City Attorney Acting Chief of Police Director of Administration Director of Finance Director of Public Works A. C. Gonzalez Janis K. Womack Barbara Jean Edwards Jesse Guerra Dinah Elwell Earl Williams George Boeker Also Present: Gene Hildebrandt, Brenda Chastain, Pat Bethea, Sherry San- derson, Jackie Matthys, Lupe Picassio, Bill McCauley and others. Mayor Craddock called the meeting to order at 4:30 p.m. The Council received compensation recommendations from Brenda Chastain concerning a compensation plan to be implemented in the new budget year. Ms. Chastain briefly reviewed with the Council the plan, which included a pay schedule and broader incentive between job classifications, with merit increases of 3%, 6%, 9% and 12%. Mayor Craddock introduced for consideration direction for the City Com- pensation Plan. Mayor Craddock moved for the approval of the Reclassi- fication as of October 1, 1982 and Mrs. Norris seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Craddock, Moore, Norris. NAY: Kreczmer, Mendez. ABSTAIN: None. Mayor Craddock introduced for consideration the adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- GENCY. Mr. Brown moved for the adoption of the Ordinance and Mrs. Norris second- ed the motion. On roll call the following vote was recorded: * AYE: Brown, Farr, Craddock, Norris. NAY: Kreczmer, Moore. ABSTAIN: None. Mrs. Mendez left the meeting prior to the voting of this Ordinance and did not return.
