46 <br /> <br />Regular Meeting <br /> <br />June 14, 1982 <br /> <br />Page 6 <br /> <br />The Council then considered the award of bid on the 18' backhoe. <br />Public Works Director George Boeker stated an 18' backhoe would <br />be a very needed piece of equipment and the particular backhoe recom- <br />mended for bid acceptance from River City Machine of Austin, Texas <br />was a Case. The 14' backhoe in use by the City is Case and has proven <br />to be a functional piece of equipment with few breakdowns. The 18' <br />backhoe would enable the construction crew to do more in-house work. <br />City Manager Gonzalez stated the city where he was previously employed <br />had four backhoes in operation and was half the size of San Marcos. <br />Mr. Brown moved bid be awarded River City Machine of Austin, Texas <br />for the 18' backhoe. There was no second and the motion failed. <br /> <br />Mayor Craddock then moved the 18' backhoe be deleted and rebid and <br />Mrs. Norris seconded the motion. After some discussion about the <br />possibility of purchasing two 14' backhoes, Mayor Craddock withdrew <br />her motion. <br /> <br />Mrs. Norris then moved the 18' backhoe be deleted and Mr. Kreczmer se- <br />conded the motion. On roll call the following vote was recorded: <br /> <br />AYE: Farr, Kreczmer, Mendez, Moore, Norris. <br /> <br />NAY: Brown, Craddock. <br /> <br />ABSTAIN: None. <br /> <br />City Manager Gonzalez stated in effect the Council was rejecting all <br />bids on the 18' backhoe with this motion, and the Council stated they <br />were. The Council requested Mr. Boeker to reexamine the specifica- <br />tions on the 18' backhoe and come before the Council at a later time. <br /> <br />Mayor Craddock introduced for consideration approval to acquire pro- <br />perty through condemnation from State Bank and Trust Company for <br />right-of-way purposes. City Planner Joe Garza presented the Council <br />with some traffic counts in that area that were taken several differ- <br />ent days. He said we were in need of'a collector street in that area. <br />He stated the appraised value of the .288 acres that would be involved <br />in condemnation from State Bank is approximately $106,634.88. City <br />Manager Gonzalez stated the cost of condemnation could be considered <br />in a bond program. Mrs. Norris moved the matter be tabled for presen- <br />tation of more information and Mrs. Mendez seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Craddock introduced a discussion of a proposed one-way on access <br />roads along IH35 between Highway 123 and McCarty Lane. Mr. Farr moved <br />the West side access road of IH35 be made one-way (going South) from <br />Highway 123 to McCarty. Mrs. Norris amended the motion to move the <br />access roads on IH35 be made one-way from Highway 123 to McCarty on <br />both sides (West side headed South and the East side headed North) <br />and Mr. Farr seconded the motion. On roll call the following vote <br />was recorded: <br /> <br />AYE: Brown, Farr, Kreczmer, Craddock, Mendez, Norris. <br /> <br />NAY: Moore. <br /> <br />ABSTAIN: None. <br /> <br />At 9:15 p.m. Mrs. Mendez moved the Council adjourn to Executive Ses- <br />sion pursuant to Article 6252-17, §2(f), V.A.C.S., to discuss acquisi- <br />tion of property for a landfill site and Mr. Brown seconded the motion, <br />which passed unanimously. <br /> <br />At 10:30 p.m. Mr. Farr moved the Council convene and Mr. Brown second- <br />ed the motion, which passed unanimously. <br /> <br /> <br />
