55 Regular Meeting June 28, 1982 Page 2 Mr. Brown introduced for consideration approval of three appoint- ments to the Ethics Review Commission to serve two-year terms. Mrs. Norris moved that all nominations given to the City Secretary prior to the Council meeting be placed in nomination: H. C. Kyle, III, Joe Cox (reappointment), Martin Juel (reappointment) and Velia Cavazos, and Mr. Kreczmer seconded the motion, which passed unani- mously. On roll call the following votes were recorded: BROWN: FARR: KRECZMER: MENDEZ: MOORE: NORRIS: Cox, Juel, Cavazos. Cox, Juel, Cavazos. Cox, Juel, Cavazos. Cox, Juel, Cavazos. Cox, Juel, Cavazos. Kyle, Juel, Cavazos. Joe Cox and Martin Juel were reappointed and Mrs. Velia Cavazos was appointed to the Ethics Review Commission. Mr. Brown introduced for consideration approval of an appointment to the Personnel TML Committee. Mrs. Norris moved Mae Cephas be appoint- ed and Mrs. Mendez seconded the motion. During a discussion that fol- lowed the City Secretary was asked to call the Texas Municipal League to inquire specifically who was to be appointed to the TML committees.* Their letter requesting the appointments to the committees stated "elected or appointive officials". The appointments to the three TML committees made at this meeting were to be subject to a further determination from TML of who needed to represent our City. On roll call Mae Cephas was unanimously approved to represent the City of San Marcos as our TML Personnel Committee representative. Mr. Brown introduced for consideration approval of an appointment to the Community Development TML Committee. Mr. Farr moved to appoint Albert Sierra and Mrs. Norris seconded the motion, which passed unani- mously. Mr. Brown introduced for consideration approval of an appointment to the Finance and General Municipal Affairs TML Committee. Mrs. Norris moved to appoint John Kreczmer and Mrs. Mendez seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Mendez, Moore, Norris. NAY: None. ABSTAIN: Kreczmer. Mr. Brown introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: * On June 29, 1982 I called the Texas Municipal League and was advised the committees were to be comprised of representatives of the City Council and/or City Staff only.
