75 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 8, 1982 PRESENT: Mayor Emmie Craddock Council Members Karl W. Brown Robert L. Cavazos Berry R. C. Carson, Lupe Car- bejahl, Shirley Wickersham, Gerald Farr and others. Mayor Craddock called the meeting to order at 7:30 p.m. Mayor Craddock introduced for consideration approval of the minutes of the Regular Meeting held February 22, 1982. Mr. Cavazos moved to ap- prove the minutes and Mr. James seconded the motion, which passed una- nimously. Mr. Brown moved the Council adjourn to Executive Session pursuant to Section 2(f) of the Texas Open Meeting Act, Article 6252-17, Texas Re- vised Civil Statutes, to discuss purchase of real property and Mr. James seconded the motion, which passed unanimously (7:36 p.m.). Mr. James moved the Council convene at 8:01 p.m. and Mrs. Mendez se- conded the motion, which passed unanimously. Mayor Craddock introduced for consideration authorization to purchase twenty (20) acres of land adjacent to the Contact Stabilization Treat- ment Plant. Mr. James moved negotiations be finalized as set out in a memorandum to A. C. Gonzalez, City Manager, from George W. Boeker, Director of Public Works dated March 5, 1982, a copy of which is at- tached to these minutes, and Mr. Brown seconded the motion, which passed unanimously. Mayor Craddock opened a public hearing on a zoning change request of 0.4145 acres, being a portion of Lots 4, 5, 6 and 7 out of the W. o. Meiners First Surburban Addition, located at the intersection of Loop 82 and Zunker Street from "R-l" to "M". Dr. Delbert Domstead, owner of the property, spoke in favor of the zoning change and stated at this time his only intention was to build a professional office but wanted the "M" zoning for possible future development of the remainder of the property. No one else wished to speak in favor or against the zoning change request, so Mayor Craddock closed the public hearing. Mayor Craddock introduced for consideration approval of the Zoning Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE WHICH REGULATES AND RESTRICTS THE LOCATION AND USE * Tess Norris was not present at this meeting.
