<br />80 <br /> <br />Regular Meeting <br /> <br />March 8, 1982 <br /> <br />Page 6 <br /> <br />Mayor Craddock introduced for consideration the adoption of a Resolu- <br />tion, the caption which was read as follows: <br /> <br />RESOLUTION DIRECTING PUBLICATION OF NOTICE OF <br />INTENTION TO ISSUE CERTIFICATES OF OBLIGATION. <br /> <br />Mr. James moved for the adoption of the Resolution and Mr. Brown <br />seconded the motion. Mr. Rick Fisher, bond attorney, advised a <br />date and time were needed to complete Exhibit "A" attached to the <br />Resolution, the Notice of Intention to Issue Certificates of Obli- <br />gation and suggested April 5, 1982 at 7:30 p.m., which Mr. James <br />inco~porated in his motion and was seconded by Mr. Brown, which passed <br />unanlmously. Mr. Curtis Adrian stated the cértificates of obligation <br />would be issued for approximately $380,000 at approximately 12% interest. <br /> <br />Mayor Craddock introduced for consideration the creation of another <br />historical district proposed as the San Antonio Street Historical <br />District. Mrs. Betty Wolverton of 827 W. San Antonio Street addressed <br />the Council on behalf of some of the residents requesting the district. <br />She said they desired for a portion of W. San Antonio Street to be de- <br />signated a historical district, which would possess historical signi- <br />ficance. She said it was the oldest named street in the city and was <br />once known as Post Road. A map was reviewed with the Council showing <br />the area to be included in the district. The residents requested the <br />Council to notify the property owners and hold a public hearing for <br />approval of the district. Larry Murphree stated the small, unrestored <br />homes wanting to be included in the district are included in the pro- <br />posal. Mr. James moved that the property owners in the proposed dis- <br />trict be notified and a public hearing be set on a future agenda and <br />Mr. Brown seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a request from <br />the San Marcos Housing Authority for waiver of payment in lieu of taxes <br />for the years 1979, 1980 and 1981. Albert Sierra, Executive Director <br />of the Housing Authority, addressed the Council and reviewed with them <br />a letter from him addressed to Mayor Craddock dated March 5, 1982 which <br />reflected expenses of the Housing Authority and reviewed an agreement <br />between the Housing Authority and the City dated October 28, 1968 which <br />gives the Housing Authority credit for expenditures in the operation <br />and maintenance of the Community Center against taxes which would be <br />paid to the City. After some discussion Mr. Cavazos moved payment be <br />dispensed for the years 1979, 1980 and 1981 and Mr. Brown seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of a Map of the <br />Voting Precincts of the City established by the Hays County Commission- <br />ers on December 14, 1981. Mrs. Mendez moved for approval of the map <br />and Mr. James seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration approval of bids on the <br />Lowman Airfield. Mr. Cavazos moved Mr. Roy Cipple's bid on Option <br />3, Tract 1 for $72,150 and Tract 3 for $22,150 and Mr. Ted Breihan's <br />bid on Option 3, Tract 2 for $21,000 and Tract 4 for $38,150 be ap- <br />proved and Mrs. Mendez seconded the motion. There followed a discus- <br />sion on the appraisals made on the various tracts as offered for bid. <br />W. C. Carson stated the City did not have comparable appraisal of the <br />property offered for bid. On roll call the following vote was record- <br />ed: <br /> <br />AYE: <br /> <br />Brown, Cavazos, James, Mendez. <br /> <br />NAY: <br /> <br />Craddock, Kreczmer. <br /> <br />ABSTAIN: <br /> <br />Kone. <br /> <br />Mayor Craddock introduced for consideration retaining Don Butler to re- <br />present the City of San Marcos in the San Marcos Telephone Company rate <br />increase request and authorizing Mr. Butler to identify appropriate rate <br />consultants to assist in presenting the City's position.
