funds to be actually appropriated later in 1982. This has not occurred <br />yet. The new Clean Water Act called for funds over the next five years to <br />be approximately the same as actually spent in past years. So the funding <br />situation for San Marcos in 1983 looks good. After Congress appropriates <br />money for 1983, TDWR will conduct priority hearings (a few months later) to <br />see which cities will actually get funds that year. If San Marcos is <br />appropriated funds in these hearings, then a grant application is submitted <br />for Step III construction funds and funds to partially reimburse San Marcos <br />for what it spent on design engineering. TDWR has set up an engineering <br />design allowance which is based on a percentage of the construction cost <br />bid. For San Marcos it will be approximately 5.7% of the estimated <br />construction cost of $5.4 million. This would be $307,800. EPA will only <br />pay 75% of this allowance. This would be approximately $231,000. The <br />general and resident engineering representation during the construction <br />phase is also 75% fundable by EPA as a separate item paid for on a cOst <br />plus basis. <br /> <br /> <br />
