11 Regular Meeting May 10, 1982 Page 4 Mayor Craddock moved the Ordinance be tabled and the City Attorney be authorized to seek the advice of additional legal counsel and Mr. Kreczmer seconded the motion, which passed unanimously. Mayor Craddock introduced for consideration the adoption of an Or- dinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING T~T ORDINANCE ADOPTED SEP- TEMBER 8, 1981, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL GOVERNMENT OF SAID CITY FOR THE FIS- CAL YEAR BEGINNING ON OCTOBER 1, 1981, AND ENDING ON SEPTEMBER 30, 1982, AND APPROPRIATED MONEY FOR THE VARIOUS FUNDS AND PURPOSES OF SUCH ESTIMATE TO REVISE SAID ESTIMATES AND TO REAPPROPRIATE SAID FUNDS; ADOPT- ING SAID REVISIONS AND ESTIMATES AND DECLARING AN EMER- GENCY. The Ordinance was being considered on emergency, which would require five votes. Mayor Craddock moved for the adoption of the Ordinance and Mr. Kreczmer seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Craddock, Moore. NAY: Kreczmer, Mendez, Norris. ABSTAIN: None. Since the Ordinance did not receive five votes for its adoption, the Ordinance passed on first reading but would require additional read- ings for its adoption. The Staff was instructed to place~ the Ordin- ance on the next agenda for second reading. Mayor Craddock introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CAHPTER 6, ENTITLED "CEME- TERIES'', OF THE CODE OF ORDINANCES OF SAID CITY TO ESTABLISH A CEMETERY COMMISSION, TO DEFINE RESPONSI- BILITIES OF SAID COMMISSION; TO SET THE LENGTH OF TERMS OF OFFICE ON SAID COmmISSION AND DECLARING AN EFFECTIVE DATE. Mrs. Norris moved for approval of the Ordinance on first reading to get the matter on the table for discussion and Mr. Moore seconded the motion. Mrs. Norris then moved the Ordinance be taken from the table from the April 12, 1982 Council Meeting and stated she now wished to retable the Ordinance because it still needs work, is not refined enough, and several Council Members have given in- put on several things in the Ordinance which are not satisfactory, and Mr. Kreczmer seconded the motion. On roll call the following vote was recorded: AYE: Brown, Farr, Kreczmer, Craddock, Mendez, Norris. NAY: Moore. ABSTAIN: None.
