Repair of these leaks alone, however, would not make the system
adequate for present and projected future wastewater flows. Although most
of the present collection system would have adequate capacity currently
without the inflow from leaks, the main lift station is under-sized for
present as well as future flows. The two wastewater treatment plants are
also under-sized for present and future flows.
Planned Improvements
The Construction Grants Program provides funds for rehabilitation of
old collection systems, construction of new collection systems under
certain conditions, and construction or expansion of treatment plants.
P1 ant No. 1

Plant No. 1, the trickling filter plant, is 30 years old and would
not be cost effective to renovate for the design year 2000. However, as an
interim measure until 1984, the chlorine contact chamber could be expanded
by 34% and the sludge drying beds expanded by 32%. These interim measures
are not part of the Facility Plan. They are simply actions which the City
could take to improve its sewage treatment until the new plant begins
operation. Plant No. I will be taken out of service when the expansion of
Plant No. 2 is completed and capable of receiving the additional flow.
P1 ant No. 2

The capacity of Plant No. 2 has essentially been reached. It will be
expanded to handle the flows from Plant No. I and future design flows. The
expanded Plant No. 2 will continue to utilize the contact stabilization
treatment process. Plant No. 2 will be expanded to a total capacity of
6.25 MGD average flow and 14.39 MGD two-hour peak flow. This expansion
will enable the City of San Marcos to meet the permitted effluent limits of
20 mg/1 BOD5 and 20 mg/1 suspended solids up to the design year 2000.
Main Lift Station & Trunk Main

The main lift station will be expanded to pump the design flow rate
to Plant No. 2. A new parallel line will be run from the main lift station
to Plant No. 2.
Additional Lift Station

A small lift station will be constructed at Plant No. 1. This will
pump the sewage collected at Plant No. i to the main lift station through

2
