City Council <br />back. <br />Meeting Minutes November 16, 2021 <br />Council consensus is for staff to present a plan and to gather information from <br />the City of San Antonio for processes and struggles. <br />Mr. Lumbreras stated he will provide a memo on a future date this discussion <br />will come back to council. This will be a discussion item when we have our <br />budget discussions. <br />25. Hold discussion regarding the City Council Work Session meeting format, and provide direction <br />to the City Manager. <br />Mayor Pro Tem Scott stated packet meetings were beneficial in the past and <br />lots of questions were answered then. He proposes having these meetings <br />reinstated. <br />Mayor Hughson stated the packet meetings were held on the Fridays at noon <br />and council asked questions of staff for the upcoming meeting. There is now a <br />electronic message board that has each council meeting and topic listed that <br />allows for questions to be posed by council. Staff then posts answers to those <br />questions. The message board is open to the public where they can view the <br />questions and answers. She stated in her past experience the packet meetings <br />were not as useful as they could have been. The City Clerk sends out the <br />agenda the Wednesday prior to a regular meeting and Council only had two <br />days to review the information before a packet meeting. Work sessions allow <br />council to discuss a particular topic and provide direction to Staff for action at <br />a future meeting. This is like the workshops held in previous years. Work <br />sessions are currently held at 3 p.m. on the same day as Council meetings. <br />Mayor Pro Tem Scott stated that not everyone knows about the message board <br />and the packet meetings, being televised, are available to almost everyone. <br />Council Member Gleason stated he finds the message board helpful. Work <br />sessions are helpful and agendas are getting larger. He would be okay with <br />Work Session on different days or evenings but does not want to get rid of the <br />work sessions. <br />Council Member Baker stated he would like citizens to be able to provide <br />comments. He likes the messge board method for council to ask questions and <br />receive answers. He stated the packet meeting might be helpful but only for <br />staff to give a pre -presentation. He stated there is information provided by <br />staff verbally that isn't in the Powerpoint presentation is so a pre -presentation <br />could be helpful. He would like to see a packet introduction with the <br />City of San Marcos Page 16 <br />
