City Council Meeting Minutes November 16, 2021 <br />Council Member Gleason commented that every citizen who has wanted to <br />comment has always been allowed, council and planning and zoning <br />commission meetings. He also noted that all work session items are televised <br />and recorded so there is transparency in the process. There is generally time <br />for citizen comment for items from work sessions that will go on an future <br />regular meeting agenda where citizen comment is always on the agenda. <br />Mayor Hughson inquired about bringing back packet meetings to be held at <br />noon on the Friday before a regular council meeting. The council was split <br />with one absence so this item will come back on a future agenda. <br />Mr. Cosentino suggested that we amend our ordinance regarding meetings to <br />include work sessions the and Question and Answer agenda item. Mr. <br />Cosentino inquired about including Citizen Comment at work sessions that are <br />limited to the work session topic. Council discussed doing this, perhaps <br />limiting the time to be less than three minutes and limiting the comments to <br />only the item on the work session. This would allow citizen comments twice on <br />the same day, once at the work session and again at the regular meeting. <br />Mayor Hughson noted citizens have the opportunity to send email to the City <br />Council at any time to provide input on any topic they wish and that is a good <br />way because they can include any additional information they deem helpful. <br />Council provided consensus to continue work sessions, keep them on the same <br />day as regular meetings and add Questions and Answers with press and public <br />and a citizen comment period, time limit at three minutes, to the work session <br />agendas. <br />For: 6 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza, Council Member Gleason and Council Member Prather <br />Against: 0 <br />Absent: 1 - Council Member Gonzales <br />Council Member Gleason suggested moving the March 15 Regular Meeting to <br />Wednesday, March 23rd, due to Spring Break at many of the school districts in <br />our area. <br />Council concurred with this recommendation and the March 15th meeting will <br />move to Wednesday, March 23. <br />A motion was made by Mayor Pro Tem Scott, seconded by Mayor Hughson, <br />to bring back the meetings for June 21st and July 19th.
