City Council Meeting Minutes November 16, 2021 There being no further speakers, Mayor Hughson closed the Public Hearing at 6:21 p.m. A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council Member Gleason, to approve Resolution 2021-230R. Council Member Baker inquired about the process if artifacts are found. Mr. Thompson responded that USDA have noted that they do not anticipate finding anything in this area. However, there will be PEC staff on site and should anything of that nature be found that USDA, the City, and others will be notified. The motion carried by the following vote: For: 5 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro Tem Garza and Council Member Gleason Against: 0 Absent: 3 - Derrick, Council Member Gonzales and Council Member Prather 15. Receive a Staff presentation and hold a Public Hearing to receive comments for or against Resolution 2021-231 R, amending Resolution 2020-132R (LIHTC-20-01, Lantana on Bastrop), by revising the list of common amenities, providing no objection to the submission of an application for low income housing tax credits to the Texas Department of Housing and Community Affairs for the proposed Lantana on Bastrop Multifamily Housing Project located at the intersection of South Old Bastrop and Rattler Road; approving findings related to such application; imposing conditions for such no objection; providing authorizations for execution or submission of documents related to the such application; and declaring an effective date, and consider approval of Resolution 2021-231 R. Amanda Hernandez, Assistant Director of Planning and Development Services, provided a brief presentation regarding the Lantana on Bastrop located on South Old Bastrop Highway and Rattler Road. Ms. Hernandez stated council approved the Resolution of No Objection on February 4, 2020. She stated the applicant would like to amend the list of common amenities. Ms. Hernandez stated the request went before the Workforce Housing Council Committee to remove the full perimeter fencing and controlled gate access to promote walkability. Following the Committee's meeting, the applicant proposed additional updates to the amenity list. The Committee indicated a desire to include reference to a Capital Area on Aging presentation for seniors, which the applicant is amenable to, however Lantana on Bastrop is not a senior housing development.
