City Council Meeting Minutes November 16, 2021 <br />There being no further speakers, Mayor Hughson closed the Public Hearing at <br />6:21 p.m. <br />A motion was made by Deputy Mayor Pro Tem Scott, seconded by Council <br />Member Gleason, to approve Resolution 2021-230R. <br />Council Member Baker inquired about the process if artifacts are found. Mr. <br />Thompson responded that USDA have noted that they do not anticipate <br />finding anything in this area. However, there will be PEC staff on site and <br />should anything of that nature be found that USDA, the City, and others will <br />be notified. <br />The motion carried by the following vote: <br />For: 5 - Mayor Hughson, Council Member Baker, Mayor Pro Tem Scott, Deputy Mayor Pro <br />Tem Garza and Council Member Gleason <br />Against: 0 <br />Absent: 3 - Derrick, Council Member Gonzales and Council Member Prather <br />15. Receive a Staff presentation and hold a Public Hearing to receive comments for or against <br />Resolution 2021-231 R, amending Resolution 2020-132R (LIHTC-20-01, Lantana on Bastrop), <br />by revising the list of common amenities, providing no objection to the submission of an <br />application for low income housing tax credits to the Texas Department of Housing and <br />Community Affairs for the proposed Lantana on Bastrop Multifamily Housing Project located at <br />the intersection of South Old Bastrop and Rattler Road; approving findings related to such <br />application; imposing conditions for such no objection; providing authorizations for execution or <br />submission of documents related to the such application; and declaring an effective date, and <br />consider approval of Resolution 2021-231 R. <br />Amanda Hernandez, Assistant Director of Planning and Development Services, <br />provided a brief presentation regarding the Lantana on Bastrop located on <br />South Old Bastrop Highway and Rattler Road. Ms. Hernandez stated council <br />approved the Resolution of No Objection on February 4, 2020. She stated the <br />applicant would like to amend the list of common amenities. Ms. Hernandez <br />stated the request went before the Workforce Housing Council Committee to <br />remove the full perimeter fencing and controlled gate access to promote <br />walkability. Following the Committee's meeting, the applicant proposed <br />additional updates to the amenity <br />list. The Committee indicated a desire to include reference to a Capital Area on <br />Aging presentation <br />for seniors, which the applicant is amenable to, however Lantana on Bastrop is <br />not a senior housing development. <br />City of San Marcos Page 5 <br />
